The Government is working towards finalising and implementing the sector pay structure before the October general elections. The Director of Public Service Management, Gaone Macholo, announced that the pay structure is now in the finalisation stage.

In a letter to the permanent secretary of the Ministry of Local Government dated August 9, 2024, Maggiolo revealed that her department is preparing to implement the new salary structure. “At this stage, the IT system needs to be modified to accommodate the new grade values ​​that have been established,” Maggiolo said.

The fan-shaped pay structure is intended to simplify pay scales in central and local governments. In the letter, Maggiolo listed the approved pay scale values ​​for grades A to D, applicable to months with 22, 24 and 26 days, to ensure consistency in pay scales across government departments.

To ensure a smooth transition, Maggiolo asked for the immediate distribution of information to the service providers responsible for administering salaries to land commissions and councils. The government’s rush to implement the new salary structure as the country prepares for upcoming elections raises questions about the timing and its potential impact on voter sentiment.

The report shows that the Director General of the Public Service Management Authority, Gaone Macholo, recently informed all ministries and departments that the development of the fan-shaped pay structure has entered the final stage. She said that in order to effectively support this process and ensure effective implementation, the DPSM held a workshop for change champions and human resources practitioners, facilitated by AB Consulting, the company that designed the fan-shaped structure. The authority asked all members of the Human Resources Consultative Forum (HRCF) of ministries, departments and agencies to participate in the role of “change champions”.

The key role of change champions will be staff from different ministries who will serve as the first point of contact for ministries, departments and agencies on matters related to the new pay structure. In doing so, they will be responsible for leading and advocating for change initiatives related to the sector pay structure, disseminating information through engagement, documentation, and providing feedback to the DPSM on progress of implementation and any issues raised.

Macholo said the development of the new sector structure brought about changes in the way certain HR processes were handled, such as how recruitment, promotions and agency appointments were structured. She said these changes also had an impact on the way Oracle systems were used.

Maggiolo also travelled around the country to participate in extensive consultation meetings to update civil servants on the latest developments. During these consultation meetings, Maggiolo was accompanied by representatives of the recognized public service unions and the consultancy firm responsible for developing the fan-shaped pay structure. The purpose of these consultation meetings was to discuss a wide range of human resources issues with civil servants. These issues included progress in the implementation of labor agreements, the review of the Act, e-services, and a change in mindset. The consultations also covered the development of a new pay structure, commonly known as the fan-shaped structure, with a view to reaching a consensus on the envisaged transformation.
