Sources said Mafisa’s recent decision to transfer 16 specialist officers, mostly from counterintelligence or special operations, to non-core professional posts illustrates this.

Mr Mafisa was appointed acting director of the National Security Service for three months from April 1, 2024, pending the hiring of a real head. For example, one officer, Mr. Moima, who was headhunted to oversee cybersecurity issues, was reassigned to do field work for which he had no experience. This, sources said, would put the cybersecurity unit in a similar state of coma.

Another senior regional manager (Southern Region), Mr. Kurele, was transferred to a lower position in the training department and received other demotions.
All redeployments and demotions were coordinated by Nomalinge Tlakeli, who Mr Mafisa appointed as the new human resources manager soon after taking office, removing the incumbent, Vusi Mbole, who was also said to be deeply saddened by the sudden change.
