Fraud of the INPS: Asman Toor sentenced to life imprisonment

On Tuesday, August 6, 2024, INPS service provider Asmane Tour was sentenced in absentia to life imprisonment for the crimes of forgery and damage to public property.

The case of misappropriation of funds from the National Social Welfare Institute (INPS) ended with the sentencing of Assman Touré to life imprisonment in absentia. The defendant falsified information at the time of the incident in order to embezzle pension funds. In addition to the conviction, he will also have to pay compensation of 56,428,072 CFA francs and 20,000,000 CFA francs in damages and interest.

In 2020, the INPS Treasury Department noticed an unusual increase in the amount of certain pensions, a fact that came to light. The INPS General Directorate contacted the General Inspectorate and discovered that the pensions of two widows, Fatoumata Doucour and Mariam Samba Traor, had been fraudulently increased. The initial amount of 365,376 CFA francs had reached 28,579,412 CFA francs, an increase of 56,428,072 CFA francs.

The investigation conducted by the Left Bank Gendarmerie Research Team in Bamako revealed the responsibility of Assman Touré. The Mali Solidarity Bank (BMS-SA) confirmed that the accused Assman Touré was the holder of one of the suspicious accounts, while the National Agricultural Development Bank (BNDA) also revealed similar transactions.

Faced with all the evidence, Asmantur had no factual basis. He admitted to using his bank account to perform INPS network tasks between 2015 and 2016, and then continued to receive erroneous payments.
Prosecutors sought the maximum sentence in their request.

In addition to the life sentence, the court ordered the restitution of all embezzled funds and the payment of 20,000,000 CFA francs in damages and interest.
