In the summer of 2004, after the presidential elections were held and the then mayor of Tehran, Ahmadinejad, was transferred from the Behesht Building to the Priest Building, some media outlets reported that a large number of casualties had occurred in Tehran and that one of the organizations affiliated with the Tehran City had paid a suspicious amount of money.

However, instead of ordering an investigation, clearing suspicion and returning the property to the people of Tehran, the next mayor said that there was no corruption, but only that the financial documents and invoices related to the 350 billion tomans were incomplete, and he closed the case. As a result, the case worth about 2 million tomans (at current prices) was forgotten, and no rights of the legal owners (actually citizens of Tehran) were returned, and no doubts were cleared by public opinion.

Now that the elections of July 1403 were over and the elected Fazl Mailat would soon take charge of the country, he would no doubt magnanimously overlook the electoral immorality of his rivals. But were the trampled rights of the people, like the plundered property, the public property squandered for political and factional purposes, personal property that he should forgive rather than pursue?
