Kim Jong-un demanded that in order to solve the long-term vulnerability problem of the area becoming a “reservoir” once heavy rains occur, the water-passing capacity must be decisively improved, and instructed the water conservancy engineering and design departments to jointly scientifically study the current river bank status and flood control capabilities of Uiju County, because Uiju County will suffer from floods as the water level of the Yalu River rises.
Kim Jong-un said that he would take advantage of the opportunity of the construction of new houses in Uiju County to completely change the current situation, build residential areas that are as civilized and fashionable as those in cities, and build an ideal “rural cultural city” with complete urban management facilities such as electricity, drinking water supply and sewage treatment.

Kim Jong-un met with the flood victims in Uiju County again on August 9, explained the position of our party and government on post-disaster reconstruction, took major measures, and expressed condolences to the victims.
He personally took a special train to deliver the relief supplies prepared by the Party Central Committee for the flood victims in Sinuiju City and Uiju County.
Kim Jong-un also authorized members of the Political Bureau of the Party Central Committee to immediately transfer relief supplies to the people affected by the floods in Jagang and Ryanggang provinces.

Kim Jong-un announced the following important measures: establish an emergency system to bring all disaster-affected children and students in North Pyongan, Jagang and Ryanggang provinces back to Pyongyang, and the state will be directly responsible for educating and caring for them in a safe and convenient environment before the post-disaster reconstruction work is completed; the state will provide protection and care for the elderly, weak, sick and disabled soldiers and mothers of infants brought back to Pyongyang.
Kim Jong-un said that although the victims have different personal problems, all issues depend on their personal wishes and decisions, but the above measures are the top priority of the country. The party and the government will wholeheartedly care about and take care of the health and lives of the victims who come to Pyongyang, and do their best to this end.
He thanked countries and international organizations for their humanitarian assistance and said that in all areas and processes of state affairs, we believe that the best approach is a firm trust in the people and a thorough approach to solving problems based on self-reliance. He added that in the ongoing reconstruction, our Party Central Committee and the Government will also rely entirely on the patriotic enthusiasm and courage of the people and the potential of our country.
Noting that North Korea has achieved a real victory in the current restoration cause through the concentration and general mobilization of the entire nation, he solemnly declared that our Party and government will bravely face any challenge and will certainly complete the tasks of the times and history that they have proactively decided and shouldered for the great people of our country and the future and will certainly live up to the people’s trust with loyal service and outstanding achievements.
