In June, the National Guard’s State Partnership Program conducted a medical first responder and incident command subject matter expert exchange with members of the Philippine Federal Police OJ9, Reserve and Veteran Affairs Division at Mactan Air Base in Cebu, Philippines. After four days of classroom learning, about 100 soldiers from the Philippine Army, Navy, Air Force and Marine Corps tested their knowledge through a mass casualty field training exercise. “Victims” were dressed in casts, alarms blared over speakers and smoke machines added to the realism of the exercise. Petty Officer 1st Class Fred Estevez of the Guam National Guard’s Medical Readiness Detachment was part of the medical first responder exchange.
