Along Avenida Nicolás Lapentti, the main artery of the state of Durán, agents of the Ecuadorian Transportation Commission (CTE) have been deployed since last August 19. Óscar Sabando, CTE’s director of operations and traffic control, said at least 100 agents were deployed in Duran (on contested roads) in three shifts: from 06:00 to 14:00, from 14:00 to 22:00 and at night. Uniformed police officers also patrol pedestrians.
In the first days of Tulane’s operation, a kind of road diagnostics has been carried out, which now has the power to mark the working road map. Sabando stressed that “the goal is not citations, but that everyone does his part for vehicle safety.”

The city has implemented the payment agreement as a way to help users while all legal avenues available to remove the devices have been “exhausted”.
“As long as the contract held by ATD (Tulane Transportation Authority) is not clarified or administratively terminated, we will not issue any fines or any documents detailing any violations. We will not do that and we will not do that until we determine what is relevant,” Sabando stressed.

Cancel traffic lights and issue photo fines

“The radar will continue to operate and will only be taken down at our request and at a time of notification,” Sabando stressed, adding that no future installation of any type of equipment is on the table.
He mentioned that the progress achieved was the review of the horizontal and vertical markings on the roads, which are now the responsibility of the entity. A meeting is planned with the Province of Guayas to determine the necessary signs and the work required to repair the existing ones.
