The National Reconstruction Conference recommended that a new constitution be drafted to take into account the true aspirations of the people, including good governance and the accountability of leaders to citizens.
Article 73 of the Constitution of July 22, 2023 provides that: The President of the Republic can be held responsible for acts that qualify as treason. He can be dismissed by Parliament for treason. When the President of the Republic violates his oath, it constitutes treason.
The bill was adopted within this framework. It establishes a procedure for the removal of the President of the Republic, which can be initiated when the President’s conduct is manifestly incompatible with the performance of his duties and when such conduct undermines the dignity of the office of President of the Republic.
