Kuwait City, July 14: Abdullah Al-Ajmi, Acting Chairman of the Board of Directors of the Communications and Information Technology Regulatory Authority (CITRA), issued a decision requiring mobile telecommunication companies to interconnect their bulk SMS services. According to a copy of the decision obtained by Al-Seyassah, mobile telecommunication companies must set the settlement price for termination of all types of SMS at 5 fils per message.
They must provide CITRA with the final draft of the annex related to interconnection of all types of SMS within 30 days of the decision, and attach it to the main interconnection agreement approved by Resolution No. 120 of 2020. The source explained to the daily that the decision aims to develop and organize the domestic communications sector and fulfill the interconnection instructions mentioned in the Law on Communications Authority. The service will benefit many sectors, especially large commercial companies such as banks and government agencies.
Last year, the agency imposed fines of up to 500,000 dinars on some service providers who refused to interconnect SMS with other companies. The regulation states that it is not allowed to deny interconnection between telecommunication networks, as users must be allowed to obtain services from other operators in accordance with the system and decisions. CITRA works to ensure the quality of services provided on the latest systems, monitor them and ensure that service providers comply with the established conditions. The Market and Competition Department regularly reviews and updates plans and programs related to the general policy of the state in the field of communications and information technology, approves policies to encourage competition and prevent monopolies.
