The Third Plenary Session of the 20th CPC Central Committee held in Beijing not long ago has attracted worldwide attention. With the theme of promoting modernization with Chinese characteristics, the conference proposed strategic measures to comprehensively deepen reform, which is of great significance to China’s future development and also provides new possibilities for the world.

I would like to briefly explain to my friends in Kuwait using two key words. The first key word is “openness”. Chinese President Xi Jinping said: “Openness is the driving force and important force for the progress of human civilization and the only way for the world to prosper and develop.” At present, anti-globalization, protectionism and unilateralism are on the rise, and the global economic recovery is lacking momentum. All countries need to uphold the spirit of cooperation and openness to jointly maintain the global economic order and the security and stability of the industrial chain and supply chain.

Opening up to the outside world is a prominent feature of China’s modernization. In recent years, China’s door to opening up has been continuously opened to a wider range, including the establishment of 22 free trade pilot zones, the construction of Hainan Free Trade Port, and the promotion of the signing and operation of the Regional Comprehensive Economic Partnership Agreement (RCEP). China has also continuously reduced restrictions on foreign investment, lowered the entry threshold for telecommunications, medical and other service industries, and actively promoted the high-quality construction of the “Belt and Road”.

In addition, China has also built international economic and trade platforms such as the China International Import Expo, the China International Service Trade Fair, and the China International Consumer Goods Expo. With an open attitude, China has contributed more than 30% to world economic growth and has become an important driving force for world prosperity.

The meeting stressed that China will continue to adhere to its opening-up policy, persist in using opening-up to drive reform, rely on China’s huge market advantages, enhance its ability to expand international cooperation, and build a new open economic system at a higher level.

The plenary session made comprehensive arrangements for improving the high-level opening-up system and mechanism from five aspects:
■ Expand institutional openness with practical measures,
■ Deepen the reform of foreign trade system,
■ Improve the management system of foreign investment and overseas investment,
■ Optimize regional opening strategy,
■ Promote high-quality joint construction of the “Belt and Road”.

This approach shows that China is committed to expanding high-level opening up and providing new opportunities for the recovery and stable development of the world economy. The second keyword is “peaceful development”. Chinese President Xi Jinping described the path of peaceful development as China’s response to the international community’s concerns about China’s development, and also reflects the confidence and determination of the Chinese people to make continuous progress.

confidence
This confidence and awareness comes from the deep roots of Chinese civilization, from the Chinese people’s understanding of national conditions and development goals, and from their insight into the world situation. Peaceful development is an inevitable choice for China’s modernization. There is an old Chinese saying: “A warlike country, no matter how strong it is, will perish.” Unlike some Western countries that have achieved modernization through war and colonialism, China, under the leadership of the Communist Party of China, has taken the path of peace, cooperation and development through careful exploration and embarked on a path of modernization with Chinese characteristics. In an era of global interdependence, China advocates a common, comprehensive, cooperative and sustainable security concept and regards the world as a stage for common development rather than a battlefield for competition.

In the Middle East, China does not seek selfish interests, engage in geopolitical competition, or divide spheres of influence. Instead, it upholds the spirit of equal and friendly partnership, respects the sovereign choices of regional countries, and is willing to contribute to regional peace through sincere cooperation. It is worth noting that China’s mediation successfully facilitated the historic reconciliation between Saudi Arabia and Iran, and recently facilitated the signing of the Beijing Declaration on Ending Division and Strengthening Palestinian National Unity by 14 Palestinian factions, injecting new positive energy into maintaining security and stability in the Middle East.

Peace
The meeting stressed that China will unswervingly pursue an independent and peaceful foreign policy, promote the building of a community with a shared future for mankind, uphold common human values, implement global development initiatives, global security initiatives, and global civilization initiatives, advocate an equal and orderly multipolar world, promote inclusive economic globalization, lead the reform and development of the global governance system, and firmly safeguard national sovereignty, security, and development interests.

China’s modernization adheres to the path of peaceful development and will make positive contributions to world peace and development. China’s comprehensive reform and China’s modernization will have a positive impact on China-Switzerland relations. Under the wise guidance of the leaders of the two countries, the relationship between the two countries has entered a new stage.

China and Kuwait share common goals in peaceful development and maintaining regional security and stability, and have great potential for expanding mutual openness and deepening practical cooperation. China is willing to work with Kuwait to implement the important consensus reached by the leaders of the two countries, align development strategies, promote mutually beneficial cooperation in various fields, strengthen communication and coordination in international and regional affairs, jointly consolidate the strategic partnership between the two countries, enhance the well-being of the two peoples, and contribute to peace, stability and development in the Middle East.
