World Rugby has announced changes to the national team eligibility rules under Article 8, which were approved by the World Rugby Board in October 2023. The changes, which will come into effect on 1 August 2024, modify the residency requirements for players representing their national teams.
Under the revised Rule 8.1(c), players with a strong and reliable connection to a national league will no longer need to be resident in the country for five consecutive years to represent that league. Instead, players must demonstrate “rugby registration” for a period of 60 months, including registration with a national league or club.
The change addresses challenges faced by unions in regions where it is difficult to track people entering and leaving the country. The onus is now on unions and rugby bodies to provide proof of continued registration when determining a player’s eligibility based on rugby residency.
World Rugby stressed that the amendment was made following extensive consultation with unions and players and reflects the need for a more pragmatic approach to eligibility in today’s global rugby landscape.
