The Ministry of Health, through the Human Resources Directorate and the National Administration of Primary Health Care (AGSP), held a press conference in Ouagadougou on the evening of Wednesday, August 7, 2024. The discussion allowed us to provide answers to the issue of the suspension of salaries for civil servants in internship positions within the AGSP.

In specific terms, 1,784 health workers (nurses, community health workers, midwives) did not receive their salaries in July 2024. They began their internships at vocational training schools in 2023. The Ministry of Health’s regulatory department noted that some of these trainee civil servants continued to receive salaries and allowances even though they no longer worked at health centers.

However, according to legal and regulatory provisions, in particular Law 081, when an agent is in a seconded position after entering the professional game, his/her remuneration is the responsibility of his/her agency. This measure changes once the agent leaves the secondment structure.

The suspension is a measure that allows agents to pay their salaries through the State Integrated Personnel Administration and Payroll System (SYGASPE), the software that supports the personnel involved.

“It is the regularization of the administrative and financial situation. First the salary must be suspended, as the classic method is: the deputy must request it. He must also ask for proof of the end of his secondment and his return to activity. In addition to these two documents, there is also the bank identification declaration (RIB) that the deputy must submit to the Ministry of Health’s Human Resources Department. Most health workers are familiar with this line,” said Frédéric Loué, general manager of AGSP.

Salif Siguiré, director of the Human Resources Department of the Ministry of Health, clarified that the restoration of wages follows a mechanism. It is not systematic, he stressed. “To get the money out, you need a complete procedure. Administrative documents are required to justify the withdrawal. If these documents do not exist, we cannot restore the wages. In this procedure, the actor (health worker) must submit his request. Regularization has not achieved a systematic restoration. What is important is that we were able to clarify. Know that we are in training internship positions and are entitled to our basic salary. This is the basic salary we receive in addition to the on-call salary. This compensation is subject to the request of the person concerned. In this application, the key document is the educational certificate of the agent. He also has to take other documents from us to organize his file,” Salif Siguiré detailed.

Please note that the relevant agents will enjoy the salary for this month and July 2024, which is suspended from August (even if the agent’s management is up to date). However, the relevant personnel must work hard to standardize administrative and salary requirements as soon as possible.
