Brotherhood between Botswana and Namibia: From using identity documents to exchanging prisoners

In a sign of the growing “brotherhood” between the two countries, the governments of Botswana and Namibia plan to formally sign an agreement on the transfer of criminals. Previously, citizens of Botswana and Namibia were allowed to cross the border using their national identity cards instead of passports.

Namibia’s Deputy Minister of Home Affairs, Immigration, Safety and Security, Dr. Daniel Kashikola, has submitted a motion (Bill) to the National Assembly to ratify the agreement

He said the Transfer of Offenders Act (Act No. 9 of 2005) provided for the transfer of offenders between States and section 20 of the Act empowered the Minister responsible for correctional services to enter into agreements for the transfer of offenders subject to the approval of the National Assembly.
