Albania has been working towards EU accession since the early 2000s and has made significant progress. Accession negotiations were officially launched with the first intergovernmental meeting in July 2022, followed by a screening process from September 2022 to November 2023. The EU has played an important role in supporting Albania’s accession efforts and is providing assistance through the Multiannual Financial Framework 2021-2027.
Trade between Albania and the EU highlights the importance of the partnership. In 2022, the EU accounted for 59% of Albania’s total trade, with 73% of exports and 52% of imports going to EU countries. Despite the challenges of the COVID-19 pandemic, trade grew by 19%, showing a strong recovery. The EU supports Albania beyond trade through the Instrument for Pre-Accession Assistance (IPA), providing financial assistance to help it comply with EU standards and policies. Programs such as the Macro Fiscal Assistance (MFA) and the Western Balkans Investment Framework (WBIF) support economic stability and infrastructure development.
However, Albania faces challenges in fully utilizing EU programs and funds due to lack of awareness and low research capacity. The SANECA II project aims to map EU programs and funds relevant to Albania and provide training to private sector stakeholders and civil society. The initiative aims to increase Albania’s participation in the EU accession process, improve competitiveness and facilitate integration into the EU single market.

This mission includes activities aimed at increasing the participation and capacity of private sector stakeholders and civil society stakeholders in Albania.
The focus is on utilizing EU programs and funds related to the internal market cluster and Chapter 20 of the accession negotiations. The main aim is to increase the participation and efficiency of these stakeholders in accessing and utilizing EU programs and funds. By improving their knowledge, skills and participation, the goal is to contribute to Albania’s progress in EU accession negotiations and economic development.
The expected tasks include a variety of responsibilities:
Research methodology and planning for EU funding programmes and instruments Related to the internal market cluster and areas covered in Chapter 20
Match identified projects with relevant groups of private sector stakeholders Ensure that knowledge is delivered to the target group based on relevance.
Strategic approach to engaging private sector stakeholders In capacity building training related to participation in EU funded programmes.
Design and deliver effective Provide training to target groups on basic knowledge about the EU, processes, funding schemes, tools and cycles.

Eligibility for this call is extended to law and consulting firms established in Albania.
To participate, entities must meet the following criteria:
Establishing a legal entity: The entity should have a good and active legal presence in the territory of Albania.
Financial ability: Interested parties must demonstrate an average annual turnover of at least EUR 50,000 over the last three financial years.
Workforce Capacity: The company must have maintained a stable workforce with an average of at least 5 employees over the past three financial years.
Proven expertise: Show a strong portfolio of at least 2 reference projects that reflect the analysis of the internal market, business-focused workshops/trainings. Notably, 2 of these projects should be executed in Albania.
