As a result of its work, 4 billion som were reimbursed to the budget
Today, June 19, the Parliament of the Kyrgyz Republic held a session to consider the report of the Chairman of the Audit Chamber Almazbek Akmatov on the work of the department last year.
The joint venture conducted a total of 81 audits covering 1,738 organizations. These included 944 budget institutions, 357 family facilities, 402 organizations funded by local budgets and 35 other institutions.
Financial irregularities detected amounted to 10.8 billion soms. 4 billion soms were returned to the budget.
In the process of drafting and reviewing the relevant draft budgets, violations amounted to 11.3 million soms. Of this, 9 million soms, or 80.0%, were determined based on the results of the audit of local budget preparation. In the implementation of the budget system and the budgets of economic entities with a large participation of the state – 7.4 billion soms.
The total amount of violations and deficiencies in the use of property in the Kyrgyz Republic amounted to 1.2 billion soms. 782.5 million soms, or 65% of the violations were discovered during the audit of local government bodies. In the area of financial and reporting discipline, the amount of violations amounted to 2.1 billion soms. The amount of compensation in the sphere of public procurement was 72.6 million soms. For violations of regulatory legal acts and international agreements – 895,900 soms.
Possible additional sources of replenishment of the relevant budget (budgetary reserve) have been identified in the amount of 186,055 million soms. These amounts do not constitute a violation of financial discipline, but can be transferred to the appropriate budget in the context of certain activities.
Irrational and inefficient use of financial and other resources (budgetary losses) amounted to 38.6 billion soms. These amounts were not met due to the failure to take timely measures and/or the irrational use of funds, which did not achieve the established objectives. 1,422 cases of procedural violations were found
Almazbek Akmatov said that according to Article 124 of the Budget Law of the Kyrgyz Republic, the Audit Chamber shall audit the implementation of local budgets at least once every two years. During the reporting period, the budget preparation and implementation of mayoral offices in 24 cities and 384 towns were audited. Among them, two cities of republican significance are Bishkek and Osh; and eight cities of regional significance are Naryn, Tokmok, Talas, Batken, Jalal-Abad, Tashkumir, Kant, and Kara-Balta.
In these municipalities, violations of financial discipline were found, resulting in compensation of 1.8 billion soms and provisions and losses of 4.3 billion soms.
The total amount of compensation for the identified violations of fiscal discipline is 1.3 billion soms, of which 1 billion soms have been paid, accounting for 82% of the compensation amount. The total amount of identified reserves and losses is 406.4 million soms.
87 officials were held disciplinary. 31 lost their positions. A total of 107 audit documents worth 3.6 billion som were sent to law enforcement agencies.

– 74 audit materials were provided to the Public Prosecutor’s Office, valued at 2.1 billion soms;
– Provide 29 audit materials worth 1.2 billion som to the national security agencies;
– 4 documents were provided to the internal affairs agencies, valued at 327 million soms.
According to the deliberations of the law enforcement agencies, criminal cases were filed based on 28 audit materials, including:
– 6 criminal cases were sent to court for trial;
– 12 criminal cases were concluded;
– Suspend the trial of three criminal cases;
– 7 criminal cases are under investigation.
Based on 18 audit materials, a decision was made not to file a case. Based on 11 materials, the prosecution responded to the lawsuit and compensated for the losses caused. 18 officials were held disciplinaryly responsible. Based on 5 audit materials, the procuratorate issued corresponding certificates because it failed to find out the illegal facts. Another 3 materials were transferred to other authorities. One material showed that the illegal facts had been eliminated and no criminal case was filed. The remaining materials are under review by law enforcement agencies.
