“In a government-led process, the government can think about what needs to be done. With a timeline, you can start doing it without waiting for the concessionaire to say what the timeline is,” said Rosário Partidário, head of the technical committee for the site selection of the new airport.
The coordinator of the new airport’s Independent Technical Committee (CTI) argued today that the government should set a timetable for the construction of infrastructure for the Alcochete Shooting Range without waiting for a decision by All Nippon Airways.
“Right now, the government can think about what needs to be done, with the government taking the lead. Set a timeline, and instead of waiting for the dealers to say what the timeline is, you can start doing that while waiting for the dealers to respond in those six months with their proposals on how to move forward”, Rosário Partidário told reporters in a statement issued on the sidelines of the 27th ATRS conference (Air Transport Research Society) in Lisbon.
Rosário Partidário believes that, as the CTI report shows, with planning, organization and quick decision-making, it is possible to have the new airport operational by 2030.
“The concessionaire (ANA Aeroportos) has six months to state this (as it intends to move forward based on the government’s decision), but if for any reason it decides to follow the procedure in the concession contract, we will wait for any machine to start functioning on the ground in five years”, the CTI manager believes.
Rosário Partidário considers the new airport a “national emergency” and recalls that ANA “has been planning a new airport since 2013” but refused to build one in the Alcochete shooting range.
“This is nothing new, nor something that must be done, studied, or programmed. It is a question of rapid planning and not waiting for the procedures and times set out in the concession contract,” he stressed.
At the end of May, the Minister of Infrastructure and Housing, Miguel Pinto Luz, announced that negotiations with Vinci/ANA for the construction of Luis de Camões Airport would begin in the next few days.
In the middle of the same month, the government approved the construction of a new airport in Campo de Tiro de Alcochete, in the Lisbon area, following the recommendation of an independent technical committee (CTI).
The Air Force Shooting Range, also called the Alcochete Shooting Range (due to its proximity to the city center), is mainly located in the parish of Zamora Correa, in the municipality of Benavente (Santarém district), and a small part in the parish of Canha, in the municipality of Montijo (Setúbal district).
