According to the Rules of Procedure of the General Assembly, the review of the budget amendment and supplementary proposals at the General Assembly meeting, that is, the revised budget amendment and supplementary proposals, shall be considered for a maximum of three days. During the search, members of the National Assembly may speak several times for a total of 20 minutes, and the coordinators of the parliamentary groups may speak for a total of 30 minutes. Government representatives may speak several times, but the total shall not exceed 30 minutes.
After the general review and amendment debate of the Finance and Budget Committee, in which two amendments were adopted, the government yesterday (August 6) adopted a supplementary rebalancing of the budget, which, as it announced, provides additional budgetary funds – for the payment of salaries and the purchase of equipment in several agencies.
Through the rebalancing of preparation and upgrading, it is expected that funds will be available by the end of the year for the full implementation of all rights and due obligations – for pensioners, administration employees, business, health care… Funds will be provided for the payment of wage increases in the public administration in accordance with all signed collective agreements, Finance Minister Gordana Dimitrieska-Kochoska recently explained.

“Additional contents have been provided to the National Election Commission, the Commission for the Protection of Competition, the Directorate for Personal Data Protection, the Directorate for Business and Technology, the Inspection Board, the Ministry of the Interior, the Ministry of Education, and the Ministry of Transport and Communications, the General Administration of Customs, the Judiciary, the Prosecutor’s Office, the Prosecutor’s Council, the Ombudsman… An increase of 350 million dinars was given to the National Election Commission, 147 thousand dinars to the Inspection Board for the purchase of equipment, 60 million dinars to the Ministry of the Interior for the purchase of personal documentation materials, 87, 2 million dinars for the further realization of the Otinja Dam project, another 20 million dinars for the compensation of property confiscated (expropriated) for the Otinja Dam project at the Macedonian Academy of Sciences and Arts, 18.7 million dinars for scientific research projects, 3.3 million dinars for the purchase of equipment, and 138 thousand dinars for the additional realization of the procurement of equipment for the Ombudsman”, Dimitrisca-Kojoska informed.
Through the rebalancing, an additional 5.1 billion dinars were provided for the payment of pensions, 800 million dinars for beneficiaries of the minimum assistance guarantee right, 1.7 billion dinars for health care, 1 billion dinars for TIRZ, 1.7 billion dinars for subsidies and an additional 437 million dinars for direct financial support to the agricultural sector, another 437 million dinars for school meals, and 207 million dinars for scholarships, and 6 billion dinars were reserved for projects in the municipalities.
There are 34 points for tomorrow’s parliamentary session. Also presented to MPs are the bills amending and supplementing the Law on the Implementation of the Macedonian Budget for 2024 after a simplified procedure, as well as the bill on the Macedonian Budget Decision for 2023. The draft law amending and supplementing the Law on Gambling and Entertainment Games, the draft law amending the Law on Protection against Ionizing Radiation and Radiation Safety, the draft law amending the Law on Biomedically Assisted Fertilization, the draft law amending the Law on Termination of Pregnancy, the draft law amending the Law on Records in the Health Sector, the draft law amending the Law on Prohibition of the Development, Production, Storage and Use of Chemical Weapons, the draft law amending the Law on Safety of the Blood Supply, the draft law amending the Law on Mental Health, the draft law amending the Law on Continuing Professional Development of Physicians, the draft law amending the Law on Voluntary Health Insurance, the draft law amending and supplementing the Law on Commercial Companies, the draft law amending the Law on Management of Additional Waste Streams, the draft law on the declaration of invalidity and annulment of legal acts, proceedings, measures and legal consequences, the draft law on purification procedures, and the bill amending and supplementing the Law on Orders and Commendations of the Republic of Macedonia, are all in the first reading.
Among them, the agenda also included the simplified “Draft of the Urban Planning Law Amendment and Supplementary Law”, for which the left-wing MPs announced that they would withdraw the hearing, and the O2 Initiative was also included in the agenda.
The agenda of the 12th session includes several proposals for amendments and additions to laws in the fields of culture, transport, forests, hunting, sports, etc., which should be adopted after a simplified procedure, as well as a proposal on the spatial plan of the Pelistre National Park for 2016-2030.
Parliament should consider the draft law declaring Matka Canyon and Lake Ohrid as natural monuments, as well as the Studenciško Blato Nature Park.
