It was reported that it became clear from the audit of the Kozloduy City Audit Chamber that more than 50,000 levs of municipal funds were spent on clothes, underwear, cosmetic surgeries, restaurants, overnight stays, etc. BNT.

The report covers the period from January 1, 2021 to December 31, 2022, during which time the mayor Marinela Nikolova From GERB.

The report states that 76,008 levs from the municipality’s budget were paid without primary accounting documentation. Of this, 50,383 levs were not related to the activities and functions of the municipal administration. Page 38 of the document details where the money went:

  • Clothes, underwear, shoes – 16,776.99 BGN
  • Medical services of the “Bellisimo Clinic” (specialized in hair transplantation, Plastic SurgeryBotox injection procedures, hyaluronic acid fillers, bioregenerative agents, collagen stimulation therapy, facial cleansing and exfoliation, laser rejuvenation, mesotherapy, etc.) – 10,420 BGN;
  • Aperitif for hotels, restaurants, cafescoffee shops, snack bars, etc. – 8,181 BGN and 52%;
  • Clothing coupons – 1,800 BGN;
  • Goods from Pet Store – BGN 3065; Perfumes and cosmetics – BGN 2,336;
  • Medical cosmeticsmedicines, inhalers and other items in pharmacies – BGN 783;
  • household items Buy from the store “Jumbo” – 2,271 BGN;
  • televisionrefrigerated display cabinets and freezers – 4,076 BGN;
  • Parasols and sun beds – 60 Bulgarian lev;
  • silver Sample 925 – BGN 250;
  • Home Whitening System PURE with LED light – BGN 150;
  • Medical textbooks and other literature in the bookstore – BGN 210.

For another 65,358 levs from the municipal fund, suppliers of goods and services did not issue invoices, but only receipts (fiscal receipts). Of this, 4,733 levs were paid from illegal fiscal revenues.

860 BGN was paid by remittance receipt without the main accounting document (invoice).

Expenses of BGN 3,174 were incurred on invoices that were not accompanied by financial receipts.

The amount of 4,177 Bulgarian levs was provided from the Ministry of Finance through invoices issued to individuals and not in the name of the municipality.

Overnight accommodation costs 2,438 leva and the mayor has not issued a travel order.

The Audit Court found that the implementation of the above-mentioned fees was illegal and untimely, resulting in an increase in reported expenses for 2021 of 50,383 levs and 33 cents – all at the expense of financing the activities and functions of the municipalities.

“The mayor did not comply with the principles of good financial management and the lawful expenditure of funds from the municipality’s 2021 budget, and therefore did not comply with the requirements of accounting and tax legislation,” the Court of Auditors said.
