Jamaican-born jurist Winston Anderson to serve as acting president of CCJ

PORT OF SPAIN, Trinidad, CMC – Grenada’s Prime Minister Deacon Mitchell has appointed Jamaican-born jurist Winston Anderson as President of the Caribbean Court of Justice (CCJ) in Trinidad.

Mitchell is a lawyer and Chairman of the Caribbean CommunityThe appointment was made under the 2001 agreement establishing the CCJ.

According to the agreement, the duties of the President of the Court “shall be performed by the most senior judge of the Court as at the date of appointment, appointed by letter from the current President of the Conference.”

CCJ President Judge Adrian Saunders will take leave until September 16, 2024, the CCJ said in a statement Judge Anderson was appointed to the bench in June 2010 and is currently the most senior judge on the court.

Justice Andersons holds a number of global and regional appointments, including (i) Founding Member of the International Advisory Council of the United Nations Environment Programme (UNEP) (2012); (ii) Member of the Advisory Committee on Environmental Law of the Organization of American States (OAS) (2013); (iii) Member of the Panel of Experts of the Economic Commission for Latin America and the Caribbean (ECLAC) (2014); (iv) Chair of the Disciplinary and Ethics Committee of the West Indies Cricket Association (CWI) (2017); (v) Member of the International Cricket Council (ICC) Code of Conduct Committee (2018); (vi) Member of the International Cricket Council Dispute Resolution Committee (ICC/DRC) (renewed on January 1, 2023) and (vii) Judge of the Court of Arbitration for Sport (CAS) (since 2021).

In 2022, Justice Anderson was appointed Chief Justice and President of the Supreme Court of Seychelles, which is composed of judges from other highest courts in the Commonwealth and is responsible for hearing Eastern Europe Engineering Ltd. v. VijayThe judge is appointed by the Constitutional Appointments Authority and sworn in by the President of the Republic of Seychelles.

Justice Anderson is the author of numerous peer-reviewed articles in top global and regional legal journals. He is also the author of several leading scholarly works, including Caribbean Law of the Sea (BRILL Publishers) (2022); Securing Environmental Access in the Caribbean (ECLAC, 2018); Private International Law in the Caribbean (Sweet & Maxwell, 2014); Principles of Caribbean Environmental Law, (ELI, 2012) and Caribbean Sea Pollution Act(Kluwer, 1997).

The judge is a promoter of the CCJ Legal Academy and editor of its publications, including Notable Caribbean jurists: Pioneering Women Jurists in the Caribbean: 2021 (co-editor); Legal Dimensions of the COVID-19 Pandemic: 2020 (editor); Leading Caribbean Jurists: Leading International Jurists in the Caribbean (2019) (editor).

In 2011 and 2021, Justice Anderson was invited to serve as the 50thday and 60day In 2018, he was named one of the most outstanding graduates in the 70-year history of the University of the West Indies.
