Kuwait City, August 6: Jaber Ali, Director of the International Relations Department of the Public Manpower Authority, announced that three agreements concerning domestic workers have recently come into force. In addition, 21 memorandums of understanding have been signed by the private sector and about 44 draft memorandums of understanding between domestic workers and the private sector are currently in the negotiation stage and will be completed soon.
The news was announced in a report on Al-Akhbar Channel titled “Domestic Workers Crisis: Demand Increases, Options Decline.” The show features Al-Ali and surveys citizens on the ongoing challenges families face in managing domestic workers.
High-level meeting on Filipino workers’ issues
Regarding Filipino workers, Ali revealed: “Recently, the First Deputy Prime Minister, the Secretary of Defense and the Secretary of the Interior held a high-level meeting with the Philippines. Several key issues were discussed in the meeting. Yesterday, I spoke with representatives from the Philippine Embassy and the progress is encouraging. Requests to bring in Filipino domestic workers have reached some offices.”
Rules for the transfer of domestic workers
Al-Ali also addressed the issue of transferring domestic workers to the private sector after one year of working in the employer’s home. He stressed that the regulatory decision takes into account all parties involved, both employers and workers. “Decision No. 6/2024 was made following inspection activities carried out by the authority’s inspection department and is in addition to the grace period previously set for adjusting workers’ conditions. The law stipulates that the transfer of workers to the private sector requires the employer’s approval, one year of work with the current employer, and payment of applicable fees,” Al-Ali explained.
Kuwaiti Citizens’ feedback on domestic workers’ escape incidents
The channel’s poll revealed mixed views on the issue of domestic workers running away before the end of their employment period. Some respondents blamed this on their treatment by employers, while others called for mechanisms to regulate the situation. They stressed that while some domestic workers prefer to stay after their employment period ends, others run away before the end of their employment period. “If workers don’t want to stay, they can’t be forced to stay,” some respondents stressed.
