KUWAIT CITY, August 4: The Council of Ministers issued Decree No. 8 of 2024 outlining the budgets of ministries and government departments for the 2024/2025 fiscal year. According to the decree, total budget revenues are estimated at 18.9 billion dinars. This figure includes 2.7 billion dinars of non-oil revenues. Total budget expenditures are set at 24.555 million dinars, with a projected deficit of 5.636 billion dinars. The decree details the revenue breakdown for the 2024/2025 fiscal year.
Total oil revenue is expected to be 16.234 billion 144 million dinars. Income tax, profit tax and capital gains tax are expected to be 613 million 162 million dinars, and social contribution tax is expected to be 115 million dinars. Revenue from goods, services and other sources is expected to be 18.48 billion 57 million dinars, and revenue from asset disposal and other non-operating sources is expected to be 107 million 742 million dinars. Total revenue is 18.918 billion 618 million dinars.
The decree also stipulates the expenditures of various government entities as follows: the budget of the Ministry of Defense is about 1.9 billion dinars; the Ministry of the Interior 1.8 billion dinars; the Ministry of Education 2.7 billion; the Ministry of Health 2.8 billion dinars; the Ministry of Higher Education 788.2 million dinars; the Ministry of Electricity, Water and Renewable Energy 3.4 billion dinars; the Ministry of Foreign Affairs 65.7 million dinars, while the General Accounting Department under the Ministry of Finance has allocated the highest amount in history, 6.4 billion dinars.
Other approximate budget details include the Ministry of Public Works: 952.4 million dinars; the Ministry of Information: 254 million dinars; the Ministry of Religious and Islamic Affairs: 465.8 million dinars; the Ministry of Communications: 140.7 million dinars; the General Authority of Civil Aviation: 226.9 million dinars; the National Committee for Culture, Arts and Literature: 35.8 million dinars; the Central Bureau of Statistics: 7.7 million dinars; the Ministry of Social Affairs and Labor: 372.3 million dinars; the National Guard: 524.8 million dinars; the Court of Audit: 73.5 million dinars and the Amir Diwan: 259.8 million dinars. In addition to these budgets, the Council of Ministers issued 37 decrees pegging the budgets of various government agencies and institutions to the 2024/2025 fiscal year.
These statutes are:
■ Decree No. 9 of 2024: Budget of the Fire Brigade, expenditure 213 million 16 thousand dinars, revenue 3 million 538 thousand dinars, deficit 209 million 478 thousand dinars.
■ Decree No. 10 of 2024: Budget of the Central Public Tendering Agency, with expenditures of 14.255 million dinars, revenues of 6.745 million dinars, and a deficit of 7.48 million dinars.
■ Decree No. 11 of 2024: The budget of the National Human Rights Commission, with expenditures of 3 million 57 thousand dinars, revenues of 6 thousand dinars, and a deficit of 3 million 51 thousand dinars.
■ Decree No. 12 of 2024: Budget of the Public Authority for Agricultural and Fishery Resources, with expenditures of 117 million 288 thousand dinars, revenues of 9 million 583 thousand dinars, and a deficit of 107 million 705 thousand dinars.
■ Decree No. 15 of 2024: Budget of the Public Authority for Investment, with expenditure of 53.755 million dinars, revenue of 215,000 dinars, and a deficit of 53.54 million dinars.
■ Decree No. 25 of 2024: Budget of the Kuwaiti Municipalities, with expenditure of 244.33 million dinars, revenue of 70 million 959 thousand dinars, and a deficit of 153 million 371 thousand dinars.
