I do not like questions that question the competence and the ability of the Ministry of Health to function”, said Alexandru Rafira. The Minister of Health said that in 2014, when Raad Arafat was transferred from the Ministry of Health, a decree was drafted, but has not yet been approved by Parliament, which established a temporary state of normality and that the state of emergency is quasi-permanent. “We basically turned everyday life into a state of emergency and it has to be coordinated, integrated, etc. by the DSU, which is unacceptable. Of course, this decree must be submitted to Parliament. In addition to this, we must understand that the policy that has been implemented in the past 10 years in pre-hospital medical care, I mean the ambulance service in almost 90% of the interventions, has not become an effective policy. The policy is for the benefit of the patient, because we have a million or half a million kilometers of ambulances, which puts the lives of staff and patients at risk… The human resources policy is not a coherent policy. (…) The SMURD service is an admirable one, made up of paramedics, firefighters, who intervene in accidents or provide first aid, and we must firmly support them, but this integration actually leads to a systematic weakening of the service ambulance, which we cannot accept, because the responsibility lies with the Ministry of Health ”, he added.
Asked if Arafat has weakened the ambulance service, Alexandru Rafira said: “This is achieved through not purchasing ambulances, which is the exclusive property given by the law to the Ministry of Emergency Situations to purchase ambulances, but also through human resources policies, which do not purchase ambulances. Considering the needs of the health system, I think this can only be called a policy that leads to a weakening of the ambulance intervention capacity”.
