After our articles drawing attention to questionable tendering and contracting practices that caused great damage to Elektroprivreda BiH, the lobbying groups that determine the internal (as well as external) procurement of this public company continue to conclude that, most certainly, deals are harmful for Elektroprivreda BiH and the economy of Bosnia and Herzegovina as a whole.
Namely, the contracting authority (in this case, Elektroprivreda BiH) awarded the construction of the desulfurization plant of the Kakanj thermal power plant for 147,880,000 km (including VAT) to the consortium of Dongfang Electric International Company PRKina, ITC Zenica doo Zenica, State Power Investment Corporation and other companies Yuanda Environmental Engineering Company PR Kina, Saraj Inženjering doo Sarajevo, Winner Project doo Sarajevo and Firing doo Visoko. The contract was awarded despite the fact that the offer of the Chinese consortium was not the most favorable, judging from the previous business relations of these consortium member companies with EP BiH, and even unreliable.
This is not the first time that the Chinese, i.e. the leaders of the consortium, have done business with Elektroprivreda BiH. Of course, this is bad for Elektroprivreda BiH and domestic companies, as they cannot cope with such backroom games, and also damages the influence of powerful political and business lobbies inside and outside Elektroprivreda BiH, which are the real “masters” of public procurement procedures in BiH, and this company.
In this case, the public procurement procedure lasted unacceptably long and, according to the information we have, employees of Elektroprivreda Bosnia and Herzegovina were under constant pressure to implement this public procurement procedure in order to favor the Chinese company in this public procurement.
As far as we know, all this led to new criminal charges against the head of Elektroprivreda in BiH and the Appellate Review Office, which were submitted to SIPI and the competent prosecutor’s office.
How do Chinese find jobs in the European Parliament in Bosnia and Herzegovina when job offers are not the most favorable?
As a reminder, the same model was used in some public procurements, namely in negotiation procedures, to the detriment of Elektroprivreda BiH and individuals, in order to obtain financial benefits for themselves. That is, the head of the electricity industry in Bosnia and Herzegovina initiated a procurement procedure, where multiple bidders applied, in which almost always the composition of the above-mentioned consortium was the same or changed. Usually, the consortium presented a less favorable offer, which was rejected by the competent board of electricity in Bosnia and Herzegovina, but then appealed to the review office. This appeal was again magically accepted in the clear, after which Elektroprivreda BiH, “clean before the law”, signed a contract with a less favorable bidder – allegedly a consortium of Chinese and local companies.
This time too, as we understand, this form is the basis for the latest criminal charges against the heads of the European Parliament and the Appeals Office in Bosnia and Herzegovina.
Elektroprivreda BiH has apparently returned to the “Silk Road”, continuing to cooperate with its favoured Chinese companies and Chinese technologies.
This is happening despite the fact that they are dealing with unreliable partners, as is evident from the example of Block 7 and the unsuccessful deal that has or will cost Elektroprivreda BiH hundreds of millions of kilometers.
This is precisely why the questions that arise have never been adequately answered.
Where does such love for Chinese companies come from when all developed Western countries at least try to avoid them?
What is the motivation for this love?
What powerful economic and political lobbies are behind these decisions?
How is it possible that the Appeals Office routinely accepts all appeals from this consortium?
These questions should be answered by the investigating authorities, as it is clear that the usual business relationship did not exist in these cases, the role of both the contracting authority and URŽ was devalued, and the procedures and laws of public procurement were abused.
As we can see, the financial situation of Elektroprivreda BiH is not optimistic. We have already suffered huge losses in the past year, and there is no room for further collapse of this engine of our country’s economy and industry. Protecting the interests of Elektroprivreda BiH must be in the national interest.
Although Elektroprivreda BiH believes that increasing electricity prices for citizens and the economy could save its business, the real reasons for the poor performance of this economic giant remain unknown.
