On the afternoon of Tuesday, July 23, 2024, Prince Hun Sen, President of the Senate of the Kingdom of Cambodia, delivered a special speech to his compatriots on the CLV (Cambodia, Laos, Vietnam) development triangle. Samdech Techo delivered the special message after a lot of discussion on the issue.
The Prime Minister said it is unforgivable for people to slander the true story of the triangular development cooperation. Those who distort the CLV story for locals must face the law. For foreigners, please be aware that such behavior puts locals in danger.
Prince Hun Sen asked Mr. James So to swear that the development of the triangle was initiated by Vietnam. Samdech Techo said that the development of the triangle was initiated by Samdech. First, Samdech asked for support from Laos, and then asked for support from Vietnam. At present, the two prime ministers of Laos and Vietnam, who the prince asked for support, have passed away.
Samdech Techo said the idea of establishing a development triangle cooperation was because Cambodia, Laos and Vietnam are the poorest regions. For Cambodia, at the end of the 20th century, there was no way to reach 21 provinces such as Mondulkiri and Ratanakiri, and Vietnam had to pass through.
Samdech Techo said that through this cooperation, Cambodia’s northeastern provinces have become economically interconnected, which is of great significance for connecting infrastructure such as roads, electricity, tourism and trade. Before EDC arrived in Mondulkiri, Ratanakiri and Kratie provinces, electricity had to be obtained from Vietnam. Stung Treng province relies on Vietnam for electricity. Compared with Vietnam and Laos, this cooperation provides many benefits through electricity supply and maritime cargo transportation in Vietnamese territory.
The Prime Minister said that through cooperation, the development triangle helps support national security, including preventing human trafficking, timber smuggling, armed movements and preventing criminals from roaming in their habitats. The cooperation in the development triangle provides cooperation in education, training, human resources and health. The Prime Minister said that through this cooperation, Cambodian people in the four provinces have received many medical services from Laos and Vietnam.
Prince Hun Sen said that the first triangular development cooperation summit was held in Vientiane, Laos in 1999. The second was held in Ho Chi Minh City, Vietnam in 2002. At the second meeting, the leaders of the three countries agreed on the provinces for cooperation, and the development of triangular cooperation has brought economic benefits to Cambodia, Laos and Vietnam.
The Prime Minister said that Cambodia is developing triangular cooperation to receive electricity from Laos and Laos receives salt from Cambodia, and the sovereignty of each country has clear border posts. Samdech Techo hopes that the Royal Government will build a 66-kilometer road from Banlung to Kantuy Neak in Ratanakkiri Province as soon as possible. Samdech Techo said that he wants to stand in the Kantouy Neak area where the Cambodia-Laos-Vietnam borders meet.
The Prime Minister said the Triangle Development Zone agreement would not lead to the loss of national sovereignty. The four provinces in the northeast of Cambodia have built interconnected infrastructure, making the provinces inseparable. The Prime Minister has asked the court to impose the most severe punishment on the man and not to reduce his sentence.
Prime Minister Hun Sen said that through the development of triangular cooperation, five agreements were reached, including:

The Prime Minister said that the development of triangular cooperation is in stark contrast to the agreement between Sam Rainsy and Quoc Sukhim. Cambodia does not have a Derga ethnic minority, nor a Koh leader. As a leader of a country, when you come to any country, there will always be a national flag display. The Prime Minister clarified this in response to some posts showing the Vietnamese flag when the Vietnamese President visited Cambodia.
Prince Hun Sen considers the appointment provocative, saying that despite the change of prime minister, his political influence in the country has not been lost.
