The document was conceptually approved in the first reading in the Legislative Chamber on June 25, 2024. For some time, the draft law has been open for discussion on the official website of the House of Commons. In addition, constituency representatives held meetings to discuss directly with citizens and listen to suggestions.

The draft law defines the basic principles, tasks, types, forms and standards of psychological assistance to the public. In addition, the rights and obligations of participants in the field of psychological assistance, the categories of persons who receive free psychological assistance, the issue of providing psychological assistance in educational organizations, conducting research and scientific experiments in this field, and the refusal to provide psychological assistance or implicit grounds for termination. The legal basis for the activities of professional associations in the field of psychological assistance to the public is being laid.

It is stipulated that persons with higher education other than psychology must undergo retraining in psychology before they can engage in psychological support activities on a private basis.

At the same time, the Administrative Liability Act provides for the duty to provide psychological assistance to persons who are not entitled to provide psychological assistance, or the duty to provide psychological assistance to the population without complying with the restrictions set by the law on the provision of psychological assistance. The meeting pointed out that citizens have the right to independently choose psychological counselors, forms, types and conditions of psychological assistance, the right to obtain extracts from information documents such as the forms and types of psychological assistance provided to them, and the right to receive psychological assistance. The law strengthens the privacy rights of personal information disclosed by displaying personal information, as well as some other rights.

The draft law was accepted by deputies in the third reading and sent to the Senate.
