If someone promotes his driver to become the manager of a shop owned by him, does any party have the right to object to his decision on the ground that the driver does not have the educational certificate to qualify him to manage the shop or company?

If a person wants to marry his daughter to a person with an incorrect university degree, with her knowledge and consent, does the government have the right to oppose the marriage?
The answer, of course, is no, in both of these cases, and in other similar examples!
Our government has historically suffered from bureaucracy, and has only recently grown tired of it and moved towards “digitalization, automation, and mechanization,” and the progress has been decidedly slow!
I have a partner who is the general manager of the company and has lived in Kuwait for about 40 years. He is efficient and honest. His residency expired, so we applied for online renewal as usual on 2024/7/4, but it was rejected because the attachment was invalid.
We completed the requirements and were asked for documents and certificates but were rejected five times.
The whole process was completed after 14 days, after meeting all the requirements of the labor department regarding all university diplomas, high school diplomas and all transcripts of eight years of study of the partner, which needed to be translated and certified.
Then we were faced with the problem that his academic major as a chemistry graduate was incompatible with his job as a general manager of a commercial company! This was the first time this had happened after his 40 years of residence in the country!
There are no words adequate to describe the extent of the suffering we endured, nor the time we and the staff of the authorities wasted, without any logical reason or even any semi-rational excuse!
Question: What does the government have to do with the educational credentials of people working in the private sector, especially if they are business entities that do not deal with food, drugs, or any material related to human health?
Why would the Human Resources Public Administration, which is overcrowded, has a heavy workload and a heavy responsibility, make such unreasonable demands? !
How can we make sense of all the government’s statements about its intention to promote private sector jobs and then issue decisions that are not part of its core work and that do nothing good except hinder private sector jobs and drive away qualified talent?
We understand the government’s desire to verify the authenticity of its employees’ documents, as it is the government’s right as long as their salaries are determined based on their documents. However, if the government has not completed even one thousandth of the verification of civil servants’ documents, what does this have to do with the documents of tens of thousands of workers in the private sector?
We hope that His Excellency the First Deputy Prime Minister will intervene immediately to put an end to this shameful and unhelpful farce, which needs no praise for his great reform efforts and which has and will continue to hinder the work of all political parties, including those in Government.
