Engineer Vitumbiko Mumba today unveiled his much-publicised “People over Politics” manifesto in which he revived controversial and radical constitutional amendment proposals aimed at making the Malawi Congress Party (MCP) a financially independent organisation that is constantly responsive to the evolving needs of the Malawian people.
Mumba delivered seven campaign messages at a press conference before heading to the Katoto Stadium for a rally, the final step in his bid to become first vice-president of the ruling Communist Party of Malaya.
But what are these seven points? We explain them one by one.
1. Policy meeting introduction
Muba suggested that policy briefings be held before the Election Conference (Congress) so that policies can be adopted by the Conference. He said the outcome of each policy meeting would inform the manifesto of the political party in the general election. The manifesto would become the blueprint for the political party to govern.
“The policy meetings will discuss major issues such as agriculture, tourism, mining, education, energy, economy, etc. Party technical experts and external consultants will be involved in studying the master plans of various government departments, ministries and state-owned enterprises and propose discussion items for the policy meetings,” he said.
The goal, he concluded, is to add value to the master plan and create drivers for its implementation.
2. Party Investment
Mumba said the aim was to raise funds for party operations, support of full-time staff, etc. “Our aim is to make various investments such as large farms, company shares, microfinance, construction, real estate development, etc,” he said.
3. Empowerment of the Secretariat
Mumba proposed empowering secretariats at national, regional, district and constituency levels, where key personnel would be full-time employees of the party and not be allowed to hold any public office.
“An effective secretariat will help empower party members in terms of business and job opportunities through a well-structured system without the need for party members to worship the ‘mafano’ to gain power. This can only be done once investment is fully formed. The constitution must be amended to accommodate this,” he said.
4. Stakeholder Engagement Strategy
Mumba said he would develop a strategy to engage traditional leaders, religious leaders, youths and women, adding that it was about their involvement in supporting the agenda of the party and government.
5. Create an enabling environment for NEC.
Mumba said the move was meant to manage those who wanted to talk more nonsense than the party and take over other positions.
6. Introduction to the Veteran Alliance
Mimba said it could be a league or a council, adding that it would have the same structure as the Youth League and Women’s League.
7. Election Conference Amendment
Mumba said he would push for constitutional reforms to ensure that the National Executive Committee (NEC) is dissolved during election campaigns and is only responsible for deliberating on governance issues and not making substantive decisions. “In addition, during their term in office, NEC members are not allowed to implement any proposals or constitutional changes but can only make recommendations to the congress. Once passed, these changes can only be implemented after a particular congress. This will prevent incumbents from abusing their power during election campaigns,” he said.
