An investigation is underway to determine the cause of the accident.
State Emergency Commissioner Naveen Kumar said rescue workers and paramedics were at the scene.
The train, travelling from the northern city of Chandigarh to Dibrugarh in the northeastern state of Assam, reportedly derailed near the town of Gonda and parts of the carriages overturned.
Television footage showed dozens of passengers standing next to the collapsed carriage waiting for rescuers.
In June, nine people were killed and dozens injured when a freight train collided with a passenger train in eastern West Bengal.
Investigators said the freight train driver who died in the accident ignored warning signs, causing the collision.
Last year, a train crash in eastern India killed more than 280 people in one of the country’s worst accidents in decades.
About 12 million people travel by train every day in India. Despite government efforts to improve rail safety, hundreds of accidents occur each year, mostly due to human error or outdated warning equipment.
