Verkhovna Rada Committee on Economic Development ask The Department of Energy and the National Energy Commission provided calculations assessing the market impact and expected economic effects of the merger of distribution tariffs for Category I and II industrial electricity users.

During the meeting, the ministry did not provide any data, despite its assurances that they were available. In addition, during the discussion, representatives of government agencies could not explain to the people’s representatives the need for a consolidated tariff, nor the place of this proposal on the agenda of the Supreme Command. Therefore, the deputies demanded detailed calculations and the overall impact on the economy and industry.

“In order to make certain decisions, we need to make calculations – what will one sector gain and what will another lose. So if you prepare the numbers, we will understand who benefits, who loses and who is right,” said Igor Marchuk, Chairman of the Subcommittee of the Verkhovna Rada of Ukraine on State Interaction with Business and Investment Committee on Economic Development, during the discussion.

In turn, the representative of the Department of Energy confirmed the availability of preliminary calculations and everyone’s readiness to provide them. At the same time, he admitted that these calculations are purely theoretical.

Let us remind you that on July 17, NEURKU was scheduled to consider the draft resolution “On approval of changes in the procedure for establishing (forming) tariffs for electrical energy distribution services” (changes to NEURKU Resolution No. 1175 of October 5, 2018), but due to criticism from the business community, the consideration of this decision was postponed for a week.

According to estimates by the GMK Center, the unified tariff will lead to a duplication of costs for industrial enterprises. The total increase in the expenditure of mining and metal industry enterprises will amount to about UAH 10 billion per year, and about UAH 26 billion for the entire economy. In addition, such a tariff unification will lead to discrimination against large domestic consumers and is contrary to European directives.
