Corvetto stressed in his speech at JNJ that one of the issues they had to face during his administration was the misinformation generated during the 2021 election process.

In response, Corvetto pointed out that Onpe does not have the power to directly propose legislative initiatives, so when they do so, it is through the National Election Jury (JNE) that their proposals are approved.
Finally, he noted that none of the reports issued by the Institutional Control Institute (OCI) questioned his management as the head of Onpe.

Lawyer Jorge Jáuregui, an expert in electoral law, noted in a conversation with El Comercio that the decision of the National Judicial Council (JNJ) to approve Piero Corbieto was “very convenient” because the official’s management had great respect for him, a fundamental principle of the democratic electoral process.
The expert highlighted his role in the last elections in 2021, despite unfavorable conditions and the pandemic situation.
“Under unfavorable conditions, Corbito has managed to lead ONPE to guarantee clean, transparent and fair elections in the country. In my opinion, it has all the conditions to approve and guarantee the country democratic elections in 2026 with the guarantee that the votes will be respected,” he said.
Regarding the criticism levelled against the first Corvetto management, he pointed out that there had been a disinformation campaign, especially through social networks, which had systematically sustained the idea of fraud without any debate.
Therefore, he assured that the suspicion of one group of people was “reasonable” considering that the campaign has continued until this year, despite the fact that most citizens have a favorable impression of Ongpe.
“I think there is every reason to say that citizens trust Onpe, despite a very intense misinformation campaign by a sector that is unable to act democratically in the face of electoral defeat. The party that now holds a significant number of seats, having lost the presidential race, even set up a commission to investigate fraud, and there is no debate,” he argued.
Regarding the intervention of councillors Aldo Vásquez and Inés Tello, during the approval vote of the president of ONPE, Jáuregui Mendieta pointed out that it is within their power to protect the impact on the fundamental rights of the two lawyers.
Along these lines, he maintains that the criticism of the aforementioned decision is aimed at “weakening” the institutional nature of the democratic regime’s organization, of which the JNJ is key, since it is responsible for appointing the heads of Onpe and Reniec, and even local judges who can participate as members of the national election jury if elected in its institutions.
“I believe it has the conditions to conduct an electoral process for the 2026 elections (…) I do not consider extreme or fragmented multipartyism as a problem that cannot be part of the traditional operating logic of the country, another problem is violence, the lack of transparency in the choice of candidates by political parties, the financing of political parties, which should be a greater concern than the existence of multiple parties.”

Alejandro Rospigliosi, a constitutional lawyer and expert on electoral issues, told the newspaper that it would be best if neither Piero Corvetto, president of the Umpé party, nor Carmen Velarde, president of the Renetz party, were approved.

Rospiriosi said he maintained that the elections from 2021 to date have been clean and transparent; election observers from the European Union, the United States and the Organization of American States have approved this.
However, he explained that there were not only errors or irregularities in the administration of Corvetto and Velarde, but also antibodies were produced.
For example, he noted that in Reinec’s case, there was a shortage of identification documents.
“There was a crisis in obtaining identity documents, which was approved today due to a lack of planning by the leaders of Reinec. We saw the good things he did in a biased way but did not see the mistakes in his management,” he said.
He then argued that if Corvito had antibodies, the National Judicial Council would be better off not approving it.
“These are clean and transparent elections, yes, I do not doubt that, but why anger a section of fellow citizens? I repeat, rotation is the principle of democracy. There are suitable professionals who have held these positions, why the same people?” he asked.
He maintained that the approval of the two officials happened because there would be a department in the JNJ pushing for this, which was a “provocation” despite the fact that it had been able to avoid this by seeking a change in the two bodies.
