Specifically, the text states that the European Council condemns in the strongest terms any threat of escalation against an EU Member State and confirms the solidarity of the European Council with the Member States.

As part of the strategic agenda discussions that began before dinner, Germany and France proposed a series of amendments on a range of issues, including climate change, EU competitiveness and defence and security, according to a competent EU source.
