The Ministry of Finance and Economic Development invites applications from qualified citizens of Botswana for the position of Private Secretary in the Department of Corporate Services.

Job vacancy: Personal Secretary (X1 position)

Salary level: C2, annual salary 112 812 – 134 856

Vacation: 25 working days per year.

Benefits: – Optional medical assistance program (government pays 50%, employee pays 50%)

– Contributory pension plan (government pays 15%, employees pay 5% of basic salary)

Qualification: Candidates should possess at least a National Diploma in Secretarial Studies/Higher National Diploma in Secretarial Studies (NDSS/HNDSS) and/or a Degree in Secretarial Studies

Experience: Minimum (4) four years of post-graduation relevant experience of which (2) two years should be in the Public Service or Private/Paramital as Senior Typist (C4/C3) pay scale. Candidates holding at least NCSS certificate with (4) four years of post-graduation experience will also be considered.

Main purpose of work:
The main purpose is to provide secretarial services and manage the executive office.

Responsibilities:

1. Provide typing tasks to a group of middle managers who are responsible for various tasks.
2. Schedule meetings for people who request meetings with their supervisors to ensure that meeting times do not conflict.
3. Remind supervisor of scheduled meetings and provide relevant files/documents prior to meetings.
4. Make travel arrangements by booking flights and/or hotel accommodation, and applying for or withdrawing contingency funds.
5. Intercept calls to supervisors and identify the caller and purpose of the call.
6. Answer the call and route it to the appropriate action officer.

Job opening: Purchasing Manager (X1 position)

Salary level: E2, 348 348– 362 412 per year

Vacation: 30 working days per year.

Qualifications: Candidates should possess at least a bachelor’s degree or equivalent in procurement supply chain management, business or a related field.

Experience: A minimum of sixteen (16) years of experience, two (2) of which must have been in a procurement related environment, and demonstrated high professionalism and integrity in procurement and asset disposition and supply management, with management capabilities.

Main purpose of work:
Provide strategic leadership for the timely and effective procurement of supplies, services and works and the disposal of assets for the Ministry.

Responsibilities:

1. To source and locate suitable supplies, services and works as authorized and negotiate and agree on prices.
2. Provide advice on procurement matters requiring policy action and guidance on all technical issues related to the efficient procurement of goods, works and services.
3. Provide technical advice and prepare bidding documents, manage bidding and evaluate bids for contract awards.
4. Sign a contract with the contractor.
5. Negotiate volume discounts for special facilities on behalf of the department.
6. To adjust or endorse the selection of contractors in line with the procurement policy and strategy of the Government of Botswana and review the list of contractors based on their performance.
7. Oversee and maintain the approved supplier list and evaluate supplier capabilities and contractor performance
8. Supervise the procurement of all materials, services and works required by the department.
9. Coordinate and supervise the formulation of procurement plans.
10.Coordinate and supervise the review and development of material, equipment, and service requirement estimates.
11. Manage all procurement and tender disposal activities of the Ministry.
12. Liaise with other functional departments within the department to provide advisory services on the specifications, processes, evaluation and award of all relevant contracts.
13.Coordinate and supervise contract administration and preparation of end-of-activity reports.
14. Manage contracts with contractors to ensure expected deliverables.
15. Coordinate regular reviews of employee performance.
16.Plan and direct the activities of the purchasing department.
17. Oversee the procurement and disposal process and the bidding process and ensure compliance with the relevant provisions of the PPADB Act and regulations.
18. Initiate and guide the establishment of PPADB support structures to ensure the Ministry complies with statutory requirements.
19. Initiate a policy and strategy development review to improve the Department’s effectiveness in meeting Government expectations on public procurement and asset disposal.
20. Supervise and coordinate the use of department funds.
