As part of the implementation of activities of the Project to Support the Strengthening of Land and Mines Management (PARGFM), the Ministry of Energy, Mines and Quarries (MEMC) wishes to receive applications from qualified persons for the recruitment of Accountants to the Departmental Implementation Unit of the Mining Component of the PARGFM (USEM).
1. Job Description
Under the leadership of the PARGFM Coordinator and under the direct supervision of the Administrative and Financial Manager (RAF), the Accountant assists the RAF with the financial and accounting management of the project. Specifically, he/she will be responsible for:
– Keep material records up to date;
– Ensure project accounting documents are filed;
– Maintain accounting for management units using financial and accounting management software;
– Prepare bank reconciliations for projects;
– Check the consistency of expense documentation;
– Create payment instructions;
– Deliver the check to the beneficiary;
– Participate in the development of the justification for requests for the release of State correspondence and associated costs;
– Assists in the preparation of quarterly and annual reports and consolidated financial statements for departmental executive units;
– Participate in the annual physical inventory of fixed assets;
– Participate in the preparation of requests to withdraw direct payment funds;
– Participate in the preparation of budgets, reports and final audits;
– Initiate and ensure compliance with schedules for social and tax contribution declarations and payments;
– Ensure monitoring of vehicles and all other equipment acquired as part of the project (check logs, maintenance, insurance, technical inspections, etc.);
– Ensure financial management within the framework of the missions, workshops and any other activities of the Management Unit;
– Assists in updating personnel files and administering leave and absence authorizations;
– Assisting Administrative and Financial Managers in the preparation of external audit assignments and missions to support World Bank and government implementation of projects;
– Assisting the RAF in monitoring and implementing the recommendations of the external financial audit and the World Bank Monitoring Mission;
– Perform any other tasks delegated by management as part of project execution.
II. Required qualifications:
Candidates for Accountant positions must meet the following qualifications and skills:
– Possess at least a BAC in Auditing and Financial Accounting + a 3-year university diploma or any other diploma deemed equivalent;
– Five (5) years of professional experience in a similar position. Experience in World Bank-funded projects will be an asset;
– Experience with accounting management software commonly used in World Bank-funded projects (e.g. TOMPRO, SAGE) and computerized accounting and financial management systems adapted to development projects;
– understand audit, tax and social issues;
– Proficiency in accounting software and office automation (Word, Excel and SMS);
– Mastery of French (reading, speaking and writing).
3. Special circumstances:
Candidates for accountant positions should also:
– Ability to work under pressure, in a team and in a multicultural environment.
– Have good moral character and good professional ethics.
IV. Application Documents
The application package must include the following documents:
– A handwritten request stamped with 200 CFA francs, addressed to the Secretary General of the Ministry of Energy, Mines and Quarrying, indicating the title of the position, dated and signed by the candidate, giving his or her exact address, including a telephone number where he or she can be contacted.

– A detailed resume, indicating the names and contact information of 03 references;
– Legalized photocopies of diplomas;
– Statement in resume accompanied by certified references and/or work certificates;
– Legalized copy of CNIB or passport.
The successful candidate must provide the following documents before making any commitments:
– A criminal record of less than three (3) months;
– Legalized copy of the Burkina Faso nationality certificate;
– Medical certificates for visits and follow-up visits dated less than three (3) months ago.
V. Recruitment Procedure
The recruitment process will consist of two (02) phases:
– During the candidate pre-selection phase, a shortlist of candidates who are most suitable for the position is determined based on resume analysis;
– An interview stage is conducted for pre-selected candidates from the shortlist approved by the World Bank.
Only pre-selected candidates will be contacted by telephone and mailed to the Human Resources Directorate of the Ministry of Energy, Mines and Quarries, located at the former TAMBAO project site, 206, Avenue du 11 Decembre, Ouagadougou.
6. Terms of employment
Mission location: Headquarters of the Project Management Unit in Ouagadougou and travel to the project intervention areas.
Contract: The Contract is governed by the provisions of Decree No. 2021-1383/PRES/PM/MEFP of December 31, 2021, on the general provisions of development projects and programs implemented in Burkina Faso.
Contract Term: The contract is valid for two (02) years, renewable, and after a three (03) month probationary period, annual performance evaluation is required and deemed satisfactory. The employee’s performance will be evaluated regularly based on expected annual results.
