NOSBiH completed the energization of all 400kV and 220kV substations and issued orders and instructions to the Production Management Center and Transmission Operation Area of Bosnia and Herzegovina to successively incorporate production facilities and 110/x kV user substations. Normalization of the situation and inclusion of the remaining operational transmission lines are being finalized.
The circumstances of the power outage in parts of the Electricity System (EES) of Bosnia and Herzegovina that occurred at 12:25 today are being determined. According to preliminary information, it was caused by problems in the transmission network in the region and overloading of 400 kV key interconnection lines.
This is a direct consequence of the interference propagation to the EES BIH cascade.
A similar situation occurred on June 20, 2024. This year, problems occurred in the EES in Greece, North Macedonia, Albania and Montenegro. The timely intervention of operators and the localization of the problem on the Montenegrin border prevented the spread of the collapse of the Bosnia-Herzegovina power system.
Given that in today’s situation, power outages have spread to Croatia, and Bosnia and Herzegovina has the largest number of interconnected transmission lines, it is impossible to prevent the collapse of the Bosnian power system.
Currently, the entire region is affected by the cascading power outages, namely: Bosnia and Herzegovina, Albania, Montenegro, Croatia and parts of Serbia.
Operational steps are being taken to gradually include consumers and production units, energize the main 400kV and 220kV substations from Ugljevik and Tuzla in the direction of Banja Luka, Sarajevo and Mostar, and from Croatia in the direction of Mostar 4, Prijedor 2, Kakanji, Jablanica.
The high voltage on 400kV and 220kV lines has hampered normalization of the situation, resulting in the inability to open power lines.
We note that prior to today’s incident, the Bosnia and Herzegovina power system had been operating at full capacity under the continuous supervision of the Bosnia and Herzegovina State Nuclear Safety Authority operators, and the operating parameters of Bosnia and Herzegovina’s main power facilities were normal.
Due to the failure in the region, a partial outage of the EES in Bosnia and Herzegovina occurred and very active work is currently underway to stabilize the system.
