To strengthen crime prevention through social development, National Security Minister Dr. Horace Chang outlined the Jamaican Government’s latest initiatives focusing on psychosocial investments.
Dr Chang, who was speaking at the Jamaica Association of Guidance Counsellors in Education (JAGCE) half-yearly conference held at the Cardiff Hotel, highlighted the government’s evolving approach to combating crime through the integration of education and community strategies.
Integrating education and safety efforts
Dr. Zhang stressed the Government’s long-term commitment to working with the Ministry of Education on activities aimed at preventing crime.
The shift in policy reflects a broader vision to address the root causes of crime through community and educational interventions.
The Crime Prevention and Community Safety Branch (CPSSB) established by the Ministry of National Security plays a key role in these efforts, focusing on strengthening social development as a key factor in reducing crime.

New Youth Health Center established
As part of its strategy, the government has also pledged to establish a Child and Adolescent Health Centre in Montego Bay, St James.
The decision follows a comprehensive needs assessment carried out in 2022 with the assistance of the European Union, which found that around 22,600 children with psychological or behavioural problems due to violence or trauma were in urgent need of therapeutic counselling.
Empowering Guidance Counselors
The conference scheduled several professional development sessions for guidance counselors, covering topics ranging from maintaining leadership integrity to the impact of artificial BroadCast Unitedligence on their profession.

Dr. Chang hailed the important role that guidance counselors play in shaping the lives of Jamaican youths, with guidance counselors addressing a range of issues from discipline and character development to family and parenting.
Unified National Security Approach
The conference, themed “We are Stronger Through Prayer, Perseverance and Integrity”, provided a platform to reaffirm the commitment of the Ministry of National Security to work in partnership with the Ministry of Education and Youth.
The partnership highlights the Government’s holistic approach to ensuring the safety and well-being of young people, with the aim of creating a safer Jamaica in the future through a combination of community support and education initiatives.
