She said the preference of one candidate for the general manager post over eight other candidates continued despite false rumours being created among the public on whether the current acting general manager was illegally elected twice as the so-called general manager. “That is, Radio and Television Montenegrin lawyers Bojan Zeković and Zorica Đukanović, known for having not yet successfully won a court case suing RTCG over Raonic’s double appointment, now clarify that the fact that he was appointed twice (which is the maximum allowed by the new law on the national public broadcaster) does not actually constitute an obstacle and he can still be a candidate,” said Kamović-Veliković.

As she says, the opinion is based on the fact that the first appointment decision of August 2021 has been legally annulled and that “with the annulment of the Act, all the legal consequences arising from it are also annulled”. Even if we proceed from the fact that such reasoning is acceptable, I must remind you that the same legal team, together with the legal services of Raonic and RTCG, has been working for years to challenge the court’s decision that Raonic was then illegally elected, and, as far as the public knows, they are now representing the case in the Constitutional Court. Therefore, while in these processes they advocated the position that Raonic was legally elected, now they refer to the final result of the ruling that Raonic was illegally elected, because in this case it is in Raonic’s favor.

“It is also interesting that, according to the opinion of lawyer Zeković, the two years of work experience acquired by Raonic while holding the post of general manager in the repealed authorization remain indisputable, although he himself stated that “by repealing the Act, all the legal consequences arising from this act are also canceled”. This is what he said yesterday in response to my questions. Without these two disputed years, candidate Raonic would not have met the tragic standard of five years of work experience in vocational training for the managerial position VII1, which he himself determined when writing the new RTCG Law”, assessed Camović Veličković.

As she assessed, the documents filed by counsel were also interesting from a timing perspective, which was also expected.

“I remind you that the names of the candidates for the position of Director of Public Service were released to the public only 17 days after the end of the competition, on August 26. On Friday, August 23, the lawyers gave the green light to Raonic’s candidacy and published the list on the first working day after that. Yesterday I asked Zeković about their opinion and he said that they received the email on August 20. I also asked who asked them, considering that the documents say that RTCG is the client and that the acting general manager, who is now a candidate, has been authorized for similar questions, so he could not have asked for it himself. The chairman of the committee, Veselin Drjevic, “I am very proud of the fact that I have been working with Drljević, who said he did, but until the end of the meeting he did not explain to me his authority to hire lawyers on behalf of the public service and why he supported one of the candidates, because this is absolutely not the competence of the Council as a body or its individual members. Council member Amina Murić generously shared the responsibility with Drljević and said that it was she who hired them. It is also important to note that on August 19, I asked for the candidates’ files to be handed to us so that we would know who applied and what they offered, but the professional service of the Council told me that the envelopes would not be opened yet because they were waiting in the mail. Drljević, a member with the same authority as me, knew these names very early on and was proactive in his defense of Raonic”, said Camović Veličković.

As she added, she would not write about the harassment she had received yesterday from individual members, namely members of the Council, so as not to divert attention from the candidates for the election of Director-General, which would be decided during a non-working session later that afternoon, so that the media presence would be as weak as possible, thereby revealing as little as possible to the public about what was going on behind the scenes.

“I think everything I said is important for the public, but most importantly for the other eight candidates, all of them media professionals with decades of work experience and university education, who courageously participated in scheduled quasi-elections in which, she concluded, “the worst in all parameters will win”.
