In the past two months, the Inspection Service has achieved its best results since its establishment, with 70 inspectors in six coastal cities conducting more than 8,000 inspections and issuing nearly 7,000 misdemeanor warrants worth nearly 3.2 million euros.

“In addition to inspection and supervision of coastal municipalities, we deal with the protection of the environment, ecology, public health, cultural heritage and cultural assets, as well as the protection of state resources, forests, water, and actively act on reports of violations every day. Vujošević said the good results were mainly due to the good logistics, preparation and activities of field inspectors and coordinators and other managers on duty during weekends and during the period of enhanced surveillance across the country. “A record 8,226 inspections were carried out by 70 inspectors in six coastal municipalities, a total of 5,302 violations were recorded, 1,110 cases were pointed out, 6,731 misdemeanor warrants were issued for the amount of 3,167,624 euros. Moreover, when we see a decrease in employment in Montenegro, it does not mean that our social policy has simply changed. It means that the inspections are proactive on the ground, forcing all supervisory entities to comply with the regulations, operate legally and thus contribute to the budget at the state level,” said Vujošević.
She noted that the Inspection Service acts indiscriminately, without regard to the type of company, municipality or any other attribute of a particular regulatory entity.
“In the first eight months of this year, 36,016 inspections were carried out. We pointed out in 4,184 cases that 15,447 violations were identified, which means that we respect the principle of prevention and the amount of fines imposed by misdemeanor orders is close to 6 million, so our presence is really visible”, said Vujošević.
Assistant Director Darko Lasovichindicating that they are particularly committed to the areas of environmental protection, human health and safety, and national resources.
“The department conducted a total of nine inspections with increased parameters compared to previous years. We conducted 9,481 inspections, found 3,521 violations and issued 1,501 decisions on these violations. Misdemeanor warrants were issued with fines of 912,220 euros. What is worrying is the large number of criminal charges. Of these, 45 people were charged, which is 25% more than last year,” announced Rasovitch.
The highest number of crimes were reported in the forestry, hunting and plant protection sectors.
“We received 27 criminal reports there and 17 to the Water Inspection Service, which shows that the situation in these areas is far from satisfactory. The most violations we found in forestry and hunting inspections were found in the Forest and Hunting Administration, which manages state forests. This shows that the situation in the region is worrying. In water inspections, the most violations were found in gravel mining, water pollution, and discharge of wastewater into waterways,” said Rasovic.
He said that in terms of health and sanitation inspections, the most violations were failure to conduct mandatory health inspections in accordance with the provisions of the People’s Law on the Prevention and Control of Infectious Diseases, failure to implement general hygiene measures, failure to analyze pool water and drinking water, lack of documentation during inspections, dispensing of medicines without prescriptions, and absence of pharmacists during pharmacy operations.
Chief Labour Inspector and Market Inspection Coordinator Stan SimovicHe said that most of the activities of the Labor Inspectorate are related to the crackdown on illegal labor, and working hours are also controlled, as well as the legality of employment of minors.
“80% of inspections found violations, which speaks volumes about the inspectors’ attitude and level of work. It is very important that inspectors do their job responsibly and not turn a blind eye to any violations. We have reached a high level in this regard, and I believe this is the main reason why we have achieved good results during the summer tourist season. The situation is getting better year by year, but it has not yet reached a satisfactory level, which is why the fines are so high,” said Simovic.
He added that labor inspections have achieved good results in combating illegal overtime.
“We realized that the largest retail chains shortened working hours precisely under the pressure of inspections and frequent control controls. A large number of fines were imposed for failure to sign a labor contract and to register for mandatory social insurance, and the labor inspection service has a zero-tolerance attitude towards such violations,” Simovic concluded.
Finally, the Director of the Inspection Service Ana Vujošević thanked all employees and inspectors who professionally perform their work with honesty and integrity, as well as representatives of local self-government, in particular the Chairmen of the Municipalities of Tivat and Kotor who participated in the costs of the inspectors’ housing, the Police Department, other state institutions with which the Government cooperates, media outlets that regularly report on the matter, and non-governmental sectors whose information is important for the implementation of inspectional supervision.
