The Decree Presidential Transition Committee (Cpt)The appointment of the 14 members of the cabinet of the new Prime Minister Gary Cornier was officially published on Tuesday, June 11, 2024 in the official newspaper of the Republic, Le Moniteur
The publication of the list of 14 members of the cabinet, which circulated on social networks, was confirmed by members of the AlterPresse transition team.
The document was posted on the government’s official account shortly after 4:00 p.m. local time.
Of the 14 appointed, four are women.
Ketleen Florestal is in charge of the Ministry of Economy and Finance (Mef) and the Ministry of Planning and External Cooperation (Mpce).
Dominique Dupuy is currently the Permanent Representative of Haiti to the United Nations Educational, Scientific and Cultural Organization (UNESCO) and Minister of Foreign Affairs and Worship and of Religious Affairs. Haitians Abroad (Mhave)
The other two women serve in the Ministry of the Status of Women and Women’s Rights (Mcfdf) and the Ministry of Youth, Sports and Civic Action (Mjsac).
14 ministers, including 4 women, will have the heavy responsibility of restoring state authority by restoring the functioning of public institutions, after 34 months of disastrous management (from July 20, 2021 to June 11, 2024) of the de facto regime of Ariel Henry.
Security is the most important issue in Haiti today
The fundamental priorities remain security and the free movement of persons and goods on the national territory, particularly in the metropolitan area of the capital, Port-au-Prince, which has been subject to terrorist and other violence by armed groups for months.
These armed groups continue to enforce the right of way with total impunity not only in several neighborhoods in the metropolitan area of the capital, Port-au-Prince, but also on different national roads running from north to south and west of Port-au-Prince.
A brief overview of the Cpt program
About two weeks after the publication The Presidential Transition Council (Cpt) on Tuesday, May 28, 2024, appointed UN official Garry Conille as transitional prime minister.
The Presidential Transition Council officially took office on Thursday, April 25, 2024.
Since March 11, 2024, the transition process has been initiated and an agreement has been reached under the auspices of the Caribbean Community (Caricom).
The stakeholders subsequently reached an agreement on April 3, 2024 to establish a presidential committee （1） and transitional government.
The “Agreement on Peaceful and Orderly Transition of April 3, 2024” defines the main lines of transition to be implemented over the next 22 months and defines the commitments of the signatories.
After a 22-month transition, the newly elected president will take office in Haiti on February 7, 2026. The political agreement was initialed by about 20 people from nine departments.
There are 14 ministers in 18 transitional ministries, including 4 women
No ministers from Ariel Henry’s de facto government are present in the new transitional government.
Garry Conille is both Prime Minister and Minister of the Interior and Local Authorities (Mict).
Of the four female ministers, two hold two posts.

Citizen Vernet Joseph has been appointed head of the Ministry of Agriculture, Natural Resources and Rural Development (Marndr).
Citizen Raphaël Hosty has been appointed head of the Ministry of Public Works, Transport and Communications (Mtptc).
Citizen James Monazard was appointed head of the Ministry of Trade and Industry (Mci) and the Ministry of Tourism.
Citizen Moïse Jean-Pierre Fils has been appointed Minister of the Ministry of Environment (Mde).
Citizen Antoine Augustin has been appointed head of the National Department of Education and Professional Training (Menfp) and the Department of Culture and Communication (Mcc).
Citizen George Wilbert Frank was appointed Minister of Social Affairs and Labor (Master).
Citizen Georges Fils Brignol was appointed head of the Ministry of Public Health and Population (Mspp).
