question: Do you have any opinion on Cambodia? Regarding — Under Secretary Burns —

Ms. Psaki: Of course, I agree.

question: OK

Ms. Psaki: I don’t know — I think it’s later this afternoon, but today Deputy Secretary Burns will meet with Sam Rainsy, the president of the Cambodia National Rescue Party. Their meeting will include a discussion of the ongoing dispute over Cambodia’s election results. The United States continues to urge both sides to resolve the election dispute through peaceful dialogue, which is in the best interest of the Cambodian people and promotes reform. We also strongly support open and democratic processes, do not support one party or candidate over another, and holding such meetings with party leaders is not an expression of support. We look forward to listening and hearing more about what is happening on the ground.

question: So does the United States still support his call for some kind of independent investigation into the election?

Ms. Psaki: Well, independent observers have noted significant irregularities in the election. We do believe and continue to believe that a credible and transparent review of the election will help move the electoral process forward.

question: Was this meeting called at the request of Sam Rainsy or at the request of the State Council?

Ms. Psaki: That’s a good question. I’ll check and see if there’s any more specific information.

question: Has he been here before? I just want to know –

Ms. Psaki: Has he been here before?

question: Has he been here before? Yes.

Ms. Psaki: I’ll check it out. I’m not sure yet.

question: Actually, the last one. (Laughter) On the shutdown, it looks like we may have a deal sometime today, possibly late tonight.

Ms. Psaki: You better knock on wood right now. (Laughter)
