Modi’s previous diplomatic efforts have drawn condemnation from Kiev.
His visit to Moscow came hours after Russian missiles struck a children’s hospital in Kiev in July, killing at least 39 people across the country.
Modi was photographed hugging Putin at his country house during that visit.
India has also been accused of profiting from Russia’s aggression.
Russia has become India’s main supplier of cheap crude oil, cutting itself off from Western markets.
The arrangement has dramatically altered the economic relationship between the two countries, saving India billions of dollars in fuel bills while also drawing accusations from the West that it is filling Moscow’s war coffers.
The two countries have close ties dating back to the Cold War, when the Kremlin was a major arms supplier.
But the conflict also strained relations between the two countries, with Putin publicly acknowledging in 2022 that Modi was “concerned” about a Russian intrusion.
Recently, the two sides clashed over allegations that Indian citizens were duped into fighting on the front lines with Russian soldiers.
New Delhi has urged Moscow to repatriate several Indian citizens who had signed up for “support work” with the Russian military but were later sent to fight.
