The Ministry of Interior’s permanent secretary sat at the head of the meeting table to follow up on Phitsanulok’s preparedness for flood situations. He stressed the need to raise awareness of people’s behavior even before a disaster strikes. As well as follow up on the situation and update all communication channels with information to improve the incident response plan and continue with virtual rehearsals, while cautioning “don’t be careless”
On August 22, 2024, the permanent secretary of the Ministry of Interior, Suthiphong Chulcharoen, met at the meeting room of Hua Ro Subdistrict Municipality, Muang District, Phitsanulok Province. Chaired the meeting to follow up on the preparations for the flood situation in Phitsanulok Province under the leadership of Mr. Suthon Srihiran, Advisor to the Permanent Secretary of the Ministry of Interior. Ajarn Kwanthong Sonsiri (Ajarn Jo), Advisor to the Permanent Secretary of the Ministry of Interior, Mr. Bunluea Baramee, Deputy Governor of Phitsanulok Province, Mr. Nisit Sawadithep, Permanent Secretary of Phitsanulok Province, Mr. Sotthakorn Krairat, Director of the Phitsanulok Provincial Disaster Prevention and Relief Office, Ms. Naowarat Ekaphaphan. The heads of relevant government agencies, 9 district governors, Mr. Noppakun Thaempayak, Mayor of Hua Ro Subdistrict, local councillor, and Ms. Pinphet Poolsawat, Head of Hua Ro Subdistrict, attended the meeting.
Mr. Suthiphong said that the impact of the low pressure trough on Thailand is well known. Especially in the northern part of the country, from Mae Hong Son, Chiang Mai, Nan, Phrae, Nan, Phetchabun to Phitsanulok, many places are currently experiencing flash floods. In terms of assistance to the provinces, Deputy Prime Minister Mr. Anutin Charnvirakul and the Minister of Interior have ordered to follow the guidelines set out in the incident response plan. Both plans are aimed at helping to mitigate disasters in order to allow people’s livelihood to return to normal as soon as possible. This is a big and important issue at present, requiring every department and every family to help prepare for disasters. Both observe the weather conditions, and there may be floods due to heavy rainfall. Especially for people living by the river. Or low-lying areas that have suffered floods in the past, please pack your luggage quickly. Or get the necessary items to high places as soon as possible. At the same time, the protection system requires the district chief of each area to coordinate with the managers of Kamnan, village chiefs and local government organizations (including local administrative organizations and other agencies). Let us be vigilant together and issue various warnings. If citizens find any abnormal situation, they can contact to inform the information. You can also call the Damrongtham central hotline 1567 and the 24-hour security hotline 1784 for help.
Mr. Suthiphong emphasized to ask the Governor and Deputy Governor of Phitsanulok and the heads of relevant government agencies including the head of the Phitsanulok Provincial Disaster Prevention and Mitigation Office to integrate with relevant government agencies and network partners to follow the incident response plan to prevent flood situations. Please note that all agencies are prepared. But there are some issues that we need to work together to solve in order to create light at the end of the tunnel. To prevent people from flooding, because Phitsanulok has 4 important river basins that affect flooding situations. We have always learned from such situations in the past. Therefore, we are required to prepare temporary shelters. Be prepared to plan everything. Tools machinery, food trucks, drinking water trucks, lighting trucks, boats, water pumps must be up to date and the plan must be updated to the latest. You must practice realistic hypothetical situations and don’t be careless.
“Also, please use the News Tower channel. Each communication channel creates awareness. Both are related to weather forecasts. Regarding help, the hotlines are 1567, 1784, 1669, 191, and each hotline is to help inform the news. It is especially important to know how to respond when a flood occurs, and what can be done to prevent villagers from being electrocuted. How can villagers avoid being bitten by snakes? They will not be washed away by water and will not spread water-borne diseases. Communication must be communicated to cover all the villagers. Next, they must live a happy life as soon as possible. And want to emphasize the emergency plan, “Before the incident, we must build the confidence of the villagers” to eliminate the weaknesses that we must improve. By making extensive use of communication systems and helping people update information. The Provincial Electricity Authority must publicize this and remind the public to act correctly. Don’t let this happen again. In the long run, you must promote the wisdom of stilt houses. Because this is the wisdom of our ancestors, we must help create knowledge and understanding, and consider issuing rules/regulations. The underground area must be high. Because if the basement is not high, it will block the waterway, causing flooding and property damage.” Mr. Suthipong emphasized.
Mr. Suthiphong added that regarding water resource management please accept the royal initiative of His Majesty King Bhumibol Adulyadej. His Majesty King Bhumibol Adulyadej set the royal guidelines: I need to find a place to get water. So that water can be stored during the rainy season for use in the dry season. Made in the shape of khanom krok holes. Or there are Khanom Krok holes scattered in the upstream area of Monkey Face. It will help cut off the waterway. In order to mitigate the situation and reduce the impact, including using “Social Geo-Planning for Village/Community Water Management” the integrated sustainable model (geo-social map) developed by the Ministry of Public Works and Town and Country Planning is used to connect the river basin databases across Thailand. Let’s make full use of the system. Our Ministry of Disaster Prevention and Mitigation, the Ministry of Public Works and Town and Country Planning, the Provincial Administration Department, the Royal Water Resources Department, related agencies and local government organizations must be integrated in order to establish a systematic water management so that we can all work together to achieve the ambition of His Majesty the King, which is “National Stability and People’s Sustained Happiness”
Mr. Suthiphong also mentioned the current monitoring and assistance to the affected areas. The Ministry of Interior has taken measures to cut off electricity in flood-affected areas, such as Tawongpha District in Nan Province. The Nan Governor called to report the situation last night. The power supply has been cut off. The reason is that the flooding depth in the whole country is more than 1 meter. Recently, there have been reports that the water level has dropped significantly and the situation is expected to return to normal in 2 days. In terms of providing food or drinking water, local government organizations cooperate with charity foundations and public health offices and Friends in Need Foundation (PA). In difficult times, the Thai Red Cross is also involved. Therefore, we ask people to rest assured. Now the situation will begin to ease. Because water flows from high to low. However, brothers and sisters in Phetchabun, Phitsanulok and the central areas along the Chao Phraya River. Or the various river basins, you must always pay attention to the water level. Because if the water level is close to overflowing the river bank, we must work together to inform all parties and be prepared to respond in time.
“For the people in the North, Central and Northeast regions, some areas are currently affected by floods. Please help share information about problems and obstacles. Including the current way of life in the flooded areas. Are there any undeveloped areas or areas that need additional assistance? Because each province has large and remote areas. Officials may not be able to conduct a thorough investigation to provide help. Therefore, we must ask for the cooperation of the physical and mental strength of the people to help monitor and care for our neighbors. People around you If you find someone in need of help, please call the Damrongtham Center hotline 1567 or the Disaster Prevention and Mitigation Department Safety Hotline 1784 or notify the village head, village head and local leaders to coordinate with government agencies so that they can get help. Resources can be mobilized to provide further assistance.” Mr. Suthiphong concluded.
