Judicial Investigation BureauOijee) conducted a series of operations, including 26 raids in Limon, San José and Heredia, as part of an ongoing investigation into the Talamanca custody scheme.
Authorities confirmed the arrest of a man named Domínguez and have collected documents and evidence, and are expected to bring more charges against other officials in the coming weeks based on that evidence.
Among the locations raided was the home of Talamanca Mayor Rugli Morales. The offices of SINAC, Talamanca City Hall, INVU, SETENA and ICT were also inspected.
This is the third legal action taken in the past two months over the alleged issuance of irregular permits in the protected area.
OIJ Director Randall Zúñiga called the investigation highly complex, focusing on the alleged involvement of economic interests in the development of the Talamanca Maritime and Land Zone Coastal Regulation Plan.
“It is believed that this was an agreement reached between local businessmen and officials or former officials from various institutions, including the Talamanca City Government, the La Amistad Caribbean Reserve of the National System of Protected Areas, the National Institute of Housing and Urban Planning, the Costa Rican Tourism Institute and the National Technical Secretariat of the Environment,” authorities said.
The prosecutor’s office suspected that the supervision plan was intended to seek private gain.
“They report that these violations appear to be aimed at satisfying the interests of individuals focused on tourism, commerce, and urban and commercial development. As a result, this allegedly leads to things like the destruction of wetlands, Illegal loggingintrusions into maritime-terrestrial areas and indigenous territories, and significant changes in land use,” the authority added.
Last month, five people were arrested on charges of lying, affecting the state treasury, changing the use of land, false ideology and using false documents.
Despite these developments, President Chavez and Environment and Energy Minister Franz Tattenbach have repeatedly insisted that the issuance of the permits was in full compliance with the law.
The relevant public institutions have pledged to cooperate with the authorities and reiterated their commitment to transparency and legality.
