On Tuesday, Opposition Leader Moses Shyne Barrow called for an audit of the Leadership Intervention Unit (LIU) funding. Dominique Noralez, who has been the head of the unit since June 2023, echoed the call and told the media that an audit is never a bad idea.
Dominique Noralez, Chair of the Leadership Intervention Unit: “Firstly, I think it’s important to state that I’m not a politician, so I don’t respond to partisan propaganda. Secondly, I am always open to audits. This is government money and if the Leader of the Opposition can rally support and ask for an audit, then I will definitely open the door. Given that we transitioned to DigiWallet, my processes are now more transparent and efficient. In fact, all my employees have been paid since 8:15 this morning, instead of getting their cheques at 6 pm. So I am always open to audits. I have no problem with that.”
Barrow also claimed that there were problems with LIU, including a list of people who collected money even though they were deceased. Norales denied that claim but did say there were some problems when she took office.
Dominique Noralez, Chair of the Leadership Intervention Unit: “In order to join the LIU program and receive any help from us, you have to bring your social security card, which means these people have to be alive. So, getting paid to people who are already dead is not the kind of business I run, my list was updated two or three weeks ago, that’s why it was easier to transition to DigiWallet. So everyone has to hand in social security, it’s part of the accountability mechanism of the central bank for using these e-wallets. So there’s really nothing to complain about. Everyone is alive, everyone has received funds from LIU.”
Reporter: But what did you discover before you joined?
Dominique Noralez, Chair of the Leadership Intervention Unit: “There were some structural issues and this is actually my first year in office and I’m addressing the structural issues and making sure my team is able to deliver the services that were proposed in the cabinet paper, which are the services that revitalized LIU. So before there were some structural issues, we’ve addressed them and are moving into the future with renewed energy.”
In addition to calling for an audit, Barrow said the LIU needs to be overhauled. According to Norales, the department currently has 273 employees between the ages of 17 and 35. The program is mainly for young men, but several women have participated.
