Controlling the activities of organizations providing services to residents of various areas of housing and communal service complexes is one of the most important tasks of the authorities.
In the Yaroslavl region, during the winter raid, representatives of the municipal control body also joined the regional housing inspection specialists, who were responsible for checking complaints about the inadequate quality of housing and public services – this was done on the order of the region’s leadership.
In the first six months of this year, employees of the Yaroslavl Regional State Housing Inspectorate conducted 15,000 inspections as part of monitoring the condition of apartment buildings.
Winter also conducted a joint inspection of the site with the municipal administration under the guidance of Governor Mikhail Evlayev.
“We deal with every citizen’s complaint received by the Housing Inspectorate in a targeted manner,” explained Yuri Boldyrev, deputy head of the State Housing Inspectorate.
The resident receives a reply with a complete explanation. If necessary, the staff will go to the address specified by the requester for inspection. Some issues that require special controls can be resolved through individual consultations. Yuri Boldyrev said that the applicant, as well as representatives of the management company and resource supply organization, will be invited separately to such meetings.
According to the Regional Administration, the amount of fines imposed on management companies and homeowners’ associations in the first half of 2024 amounted to 18 million rubles. For violations recorded during inspections by unscrupulous management companies and homeowners’ associations, employees issued more than 750 warnings prohibiting violations of licensing requirements and more than 160 orders to eliminate violations.
State housing inspectors examined a total of 298 administrative violations, including 168 cases of violations of licensing requirements in apartment building management.
As the Inspectorate points out, complaints from residents are cyclical. In winter, the most common complaints are related to poor snow removal and the presence of ice in home areas and on roofs. Another common complaint is poor heating.
During the warm season, the most common complaints were related to disorderly conditions and poor maintenance of the domestic solid waste container sites. Residents also frequently complained about leaking roofs.
