It is July 1887 and things are also happening in that idyllic and peaceful Andorra. In this case, people think they can seek asylum in Andorra, regardless of the peculiarities of the country, which has a French co-prince and, above all, a French sheriff who ensures that justice is done in these valleys. Or simply that the Andorrans, under the cover of fulfilling the debts contracted in France, think they will not face any consequences.
Marcel Bonny thought he would be protected in Andorra, only to find that the French, on the orders of Vigor Charles Romeu, had taken him out of Andorran territory and brought him to Perpignan. There he had to stand trial in a French court for crimes against French military law. According to Romeu, he was not only a bad subject and rightly expelled from Les Vals, but also a bad citizen who evaded military service. In addition, Marcel Bonny seemed to have boasted before the Permanent Delegation that he had threatened his employer, the Prat de les Escaldes, with a rifle. Romeu, who lived in the Prada de Conflent, went to Andorra several times a year and he liked to know everything that happened in Andorra. On this occasion, he blamed his French war, because he should have informed him of such a serious event.
In the summer of 1887, a complaint from E. Sarrouil de Léran from Arija also reached the French newspaper. He complained that Antoni Colomer, a shoemaker from Andorra la Vella, owed Sarrouil 760 francs, a sum his creditors had demanded from him on November 6 of the previous year. Charles Romeu informed his lieutenant that he would go to Les Vals on August 2 or 3 and asked him to ask for the aforementioned Colomer in the meantime and look into the matter. This would allow Veguer to provide a solution during the few days he would spend in Andorra. The supplier had a true copy of the detailed account of the materials delivered and demanded payment from Colomer.
Charles Romeu warns the battle that he will stop in Soldeu and Canillo. He hopes that in the latter town the battle will be able to accompany him to Encamp, where he also wants to stop. He also asks to contact Bonaventura Moles, secretary of the Vegetarian Order, and asks him to accompany him to Canillo to pick him up. He will inform you of the date and time of his arrival when he is in good condition. For this, he will not have to worry about the mount, since he himself will be in charge of sending the order to Andorra la Vella to come to Porto to look for him. However, once the date of their arrival is set, the French combatants must inform the general councillors, the consuls and the parish councillors, as well as the captain of Canillo. Romeu is very eager to see them and meet them.
