At a meeting with the committee that prepared the first draft of the National Charter for Peace and Reconciliation, the Minister of Reconciliation, General Yamoussa Camara, a member of the committee, declared that coercive action would never be enough to solve the problems facing Mali.

“Regardless of the results on the ground, a military victory will never solve the problem, the solution is political. The desired goal is political; it is peace; military victory is not a political goal, it is a tool, it is an option of the last resort. We cannot achieve peace by reporting military victory,” he said.

General Kamara proposed another strategy, which he called a diplomatic war strategy, which, according to him, consists in launching negotiations simultaneously with military action to bring these people home.

“There are two sides: the negotiation side and the coercion side, because we do not impose peace, we negotiate peace. The best way to seek peace is to negotiate and to engage people so that we can resume our lives with the people. We cannot build anything that lasts fear, suspicion and hatred,” he added.
