The Zimbabwe African National Union-Patriotic Front (ZANU-PF) Harare provincial chapter has called on relevant departments to initiate constitutional amendments to allow President Emmerson Mnangagwa to continue in office beyond 2028 (when his current term ends).
The proposal comes as the party prepares for its 21st Annual People’s Congress, scheduled to be held from October 22 to 27 at the Zimbabwe International Trade Fair grounds in Bulawayo.
At an inter-provincial meeting in Harare, the Harare provincial chapter of the Zimbabwe African National Union-Patriotic Front discussed draft resolutions for the upcoming party congress. The key resolution proposed was a call for constitutional amendments to enable President Mnangagwa to continue to lead the country.
Speaking at the party headquarters, Zimbabwe African National Union-Patriotic Front Harare Provincial Chairman Godwills Masimirembwa stressed that the people of the province unanimously agreed that President Mnangagwa should continue to lead the country after 2028. Masimirembwa said: “The most critical issue is that the Zimbabwean Constitution must be amended to enable him to continue to lead the country after 2028.”
He acknowledged the current constitutional limitation that the president can only serve two five-year terms. Masire Mbwa suggested a number of possible reforms, including increasing the number of years per term or removing term limits altogether. He also proposed amending the constitution to ensure that any reforms would benefit the incumbent president.
Zimbabwe African National Union-Patriotic Front Minister of Education, Research and Ideology Charles Tawengwa pointed out that the meeting will present draft resolutions of the district party organizations, mainly focusing on extending President Mnangagwa’s leadership beyond 2028. Zimbabwe African National Union-Patriotic Front Deputy Minister of Security Cde Tendai Chirau said the party is satisfied with the work of President Mnangagwa and stressed the importance of completing Vision 2030.
Similar voices were heard in Mashonaland West, where ZANU PF members also said President Mnangagwa should continue to lead the country to achieve Vision 2030. The province has been actively reorganising and preparing for the upcoming by-election in Makandé, Region 11, following the death of the incumbent MP.
The party’s various wings, including the main party, youth wing, veterans wing and women’s wing, expressed support for President Mnangagwa’s continued leadership and stressed the need to maintain momentum on priority projects under Vision 2030.
At the Provincial Coordinating Committee (PCC) meeting in Nyambira, provincial chairperson Mary Mliswa-Chikoka confirmed that the provincial parties’ resolutions would be compiled and presented to the Bulawayo conference. Among other resolutions, the youth parties called for an increase in youth quotas in parliament and reserved land allocations for young people, while the Women’s League advocated for laws to protect farm widows and children.
Political Bureau member Ziyambi Ziyambi stressed the importance of the reorganisation to ensure the party structure is authentic, reflects the ZANU PF membership and improves performance in future elections. Deputy National Secretary-General Webster Shamu urged a thorough reorganisation in line with the party guidelines.
The meeting, attended by members of Parliament, Provincial, Central Committee and Political Bureau, concluded by commending Kariba District for adhering to the reorganisation deadlines and procedures.
