The Government of Yemen affirms that achieving peace in Yemen and ending the conflict is now more necessary and urgent than ever before and requires a true and serious partner that puts the interests of the Yemeni people above those of the Yemeni people and believes in political partnership and equal rights for all Yemenis and abandons the option of either war or the choice of both.
According to the official “Sabah” agency, this was also confirmed by the Yemeni government in a statement issued at an open meeting of the UN Security Council on the situation in the Middle East (Yemen), which was issued by the Ambassador of Yemen to the United Nations. Abdullah Saadi believes that any peace process must be based on compliance with national and regional standards as well as international standards, especially Security Council Resolution 2216, without compromising the legal and political status of the country, the inclusiveness and protection of any political process through regional and international guarantees, and openness to mediation efforts to achieve peace and alleviate the suffering of the Yemeni people.
In this regard, the Government reaffirmed its commitment to a peaceful approach and continued support for regional and international efforts and endeavours, in particular the tireless mediation efforts of the brotherly Kingdom of Saudi Arabia and the sisterly Sultanate of Oman, as well as the efforts of the Special Envoy of the UN Secretary-General, aimed at establishing a just and comprehensive peace through the terms of reference of a political settlement that will allow the Yemeni people to achieve their aspirations and economic, social and cultural development. The two sides expressed appreciation for the Gulf Initiative and its implementation mechanism, the outcomes of the Comprehensive National Dialogue Conference, and the relevant Security Council resolutions, in particular resolution 2216, for the role played by the sisterly Kingdom of Saudi Arabia in improving the living conditions of the Yemeni people, achieving peace, restoring state institutions, security and monetary stability, and for its continued desire to put an end to the human suffering inflicted on the Yemeni people by the Houthi militias supported by the Iranian regime.
The statement mentioned that the Houthi terrorists kidnapped dozens of employees of United Nations agencies and international and local non-governmental organizations in Sana’a, which is a blatant violation of international humanitarian law and poses a clear threat to the lives and safety of these employees. The government strongly condemned this crime and pointed out that the government has repeatedly warned over the years about the dangers of ignoring the violations of the Houthi militias and their methods of extortion and pressure on humanitarian organizations working in Yemen, through which they seek to serve their political agenda, use humanitarian aid to serve their security and military objectives, and turn the areas under their control into prisons for anyone who opposes their policies.
The statement also stated that the government strongly condemns the arbitrary death sentences imposed in its prisons by the Houthi militia, through its affiliated illegal administration, on 45 detainees who were kidnapped and imprisoned in previous years on unfounded pretexts. The accusations are a blatant violation of international humanitarian law, human rights law, all international agreements and conventions, and national laws, noting that these unjust verdicts were made at a time when the Yemeni government was doing its utmost to coordinate. The United Nations, through the Office of the Special Envoy and relevant international organizations, has made a breakthrough in the files of detainees and forced disappearances, and released them in accordance with the Convention, ending the suffering of them and their families. The statement pointed out that the Houthi militias continue to commit many violations, including the confiscation of money and property of individuals and companies and their financial assets, using the judiciary as a tool to intimidate and settle accounts with opponents, continuing their repressive policies, suppressing freedom of expression, and trying to suppress and intimidate politicians, journalists, activists and citizens in the areas under their control, preventing them from expressing their opinions, denouncing the existing conditions, demanding their right to live freely and with dignity, and undermining efforts to calm and establish peace. We once again call on the international community, the United Nations and human rights organizations to remain silent and condemn these crimes.
The statement also reiterated the Yemeni government’s call on the United Nations and all international organizations operating in Yemen to relocate their headquarters to the temporary capital of Aden, as this will ensure a safe and appropriate working environment for these organizations and provide them with services. It called on the United Nations Mission to Support the Hodeidah Agreement (UNMHA) to quickly transfer its headquarters from the areas controlled by the Houthi militias and liberate them from the Houthi militias. The Houthi militias have imposed restrictions on the operations and work of the Mission since its establishment five years ago, pointing out that the international community and the Security Council have ignored the shortcomings of the Mission in implementing its mandate. Hodeidah and its port have become a platform that threatens international shipping, regional and international security and peace.
The statement pointed out that despite the difficult economic situation in Yemen, the government has worked hard to implement a series of comprehensive economic, administrative and financial reforms, and pointed out that the Houthi armed forces’ attacks on oil facilities and oil export ports have led to the cessation of oil exports. The Yemeni government and the Yemeni people have been deprived of their most important economic resources and their sources of income. The loss of about 65% of government revenue has resulted in the government’s inability to provide basic services and regularly pay the salaries of state employees. The overall budget deficit is high, the national economy has shrunk by more than 50% of GDP, inflation has risen to record levels, and the national currency and prices of basic services have deteriorated.
The statement said, “Recent events and the escalation of the Houthi militias in the Red Sea and the Bab el-Mandeb Strait have led to disrupted trade flows and higher commodity prices due to high insurance and shipping costs.” This reflects the deterioration of living standards, the suffering of the majority and the increase in economic difficulties, with a poverty rate of 78% and an unemployment rate of 35%. Basic services have also declined sharply, the economic and social development humanitarian situation has deteriorated, and the health system has been weakened. Yemen is facing one of the worst humanitarian crises in the world. Statistics show that (18.2 million) people are in need of humanitarian assistance, while (17.6 million) people face insecurity. The number of displaced persons from areas controlled by the Houthi militias has increased to about 4.5 million, who live in random camps lacking the most basic services.”
In this context, the statement reaffirmed the commitment of the Presidential Leadership Council and the Government of Yemen to fulfill their civic responsibilities, including ensuring the regular payment of employee salaries, increasing public revenues, and advancing comprehensive economic, administrative and financial reforms with the support of Yemeni brothers and friends… Stressing the support of the Presidential Leadership Council and the Government of Yemen, fully approve the decision of the Central Bank of Yemen and its measures and policies aimed at protecting the banking system and ending monetary distortions, controlling inflation and the national currency, adopting governance principles and strengthening supervision of banks and foreign banking operations, and complying with information disclosure standards and complying with requirements to combat money laundering and the financing of terrorism.
The statement pointed out that the Houthi militia, in order to evade the right to peace, has been escalating its systematic economic war against the Yemeni government and the Yemeni people, further complicating the overall situation in the country and deepening the suffering of the people. Under the pretext of solidarity with the Palestinian people, it has been targeting the global shipping routes in the Red Sea Mandeb and the Gulf of Aden, undermining regional and international peace, security and stability for nine months. The Israeli occupation forces have been waging a genocidal war and cruel crimes in the Gaza Strip.
