‘We have to make a deal’

he After announcing he was seeking to build a new maximum-security prison in the commune of Santiago, Interior Undersecretary Manuel Monsalve responded to the mayors’ criticism.

In conversation Tele13 RadioMonsalvi said “A deal has to be made because I completely understand the concerns of the mayors and I believe jails in urban areas must have secure perimeters.”

He added that “maximum security facilities are required and the riots are an example of the criminal culture in Latin America, these riots are about seeking control because in Latin America they are used to controlling prisons and those who are in maximum security facilities. They are Colombians, they are Venezuelans, they are leaders of criminal organizations in prisons.”

“The leaders of transnational criminal organizations are resisting the fact that they are in prison, where there is a high-security regime, and what these organizations are seeking is control over the negotiations. “The Chilean government will not budge on this matter, and therefore, these prison facilities are being renovated,” hold.

Regarding the situation in Santiago, Monsalvi explained “It’s very difficult to lower the number of homicides, but secondly, these homicides are more violent because more weapons are used in the metropolitan area than in other parts of Chile, and there is more organized crime in the metropolitan area than in other parts of Chile.”

“That’s the rationale for a person to make a decision in a region, and in this case the decision was made within the confines of a metropolitan area,” he said.

The deputy minister said the country “needs a security ministry, needs an intelligence system, needs financial intelligence, needs to strengthen the public sector. The government has proposed these laws.”

“Nobody wants bad legislation, we just want the complexity of the legislation to be commensurate with the sense of urgency that the state must provide it with an institutional framework that can combat violent crime,” he said.
