The second phase of the Victory Park project is planned to cover an area of approximately four hectares, located in the section from the central pedestrian promenade of the park to Hermaņa Street.
The first round of park renovation focused on landscape, while the second round took public opinion into consideration and turned the park into a multi-functional venue for activities and leisure.
As emphasized by landscape architect Linda Zaļa, in the near future it will be necessary to ensure a safe connection of park parts and pedestrian crossings within the park, as well as a continuous connection of the newly created Mārupīte section with the surrounding park water bodies and the water supply system from the Maras Pond to the Daugava River.
In January this year, a population survey was conducted and it was found that Riga residents wanted a cafe, free weights and more greenery in the park. Taking into account the wishes of the residents, Uzwara Park II plans to build a cafe building with a terrace and facilities on the edge of the park promenade, as well as a park annex. The management provides amenities near the sports fields.
A bike park is planned for the second phase of the park, with several areas for different purposes. A bike obstacle course with wooden structures and asphalt “pump track” tracks – suitable for all rolling objects. In addition, there is a beginner track and wide structures for beginners, children on balance bikes, wheelchair users, elderly people, etc.
The natural materiality of the play elements achieved in the first round of the park construction will also be continued in the second round, with a large solid acacia wood children’s playground equipped with various elements such as climbing ropes, ropes, nets, slides, etc. Equipment of different complexity for children is divided according to age groups. The plots are located near the corner of Bāriņi and Hermani streets and are surrounded by existing trees.
On the other hand, the scenic water playground will be open to residents of the houses on Hermaņa Street.
“The presence of water and the twists and turns of Mārupīte as a symbol will permeate the thematic story of both planned playgrounds. This promises to be an unprecedented water playground for children in public outdoor spaces in Latvia, giving them the opportunity to participate, get in touch with, understand and enjoy the nature of water not only in the warm season. Artificially constructed micro-reliefs with piles of stones and streams, where the flowing water is controlled by high-quality, durable, vandal-proof, mechanically operated water devices (pumps, dams, mills, etc.) will provide exciting and educational activities,” describes the landscape architect.
The multi-purpose, fenced sports field is separated by two spectator stands with a canopy and built-in storage sheds for personal belongings. Behind the field is a freely accessible outdoor space with free weights, some of which are wheelchair-accessible.
Outdoor furniture and lighting are planned to be similar to those already installed. Minor improvements and additions are also planned for the completed first phase of the park. Additional trash receptacles will be installed, rubber mulch will be laid under the swings, tactile marking strips will be installed along the park’s main promenade and intersections, a boardwalk will be added to the waterside terrace, and shrub plantings will be increased.
Fountain aerators are proposed to be installed in existing water bodies for decorative and water quality improvement functions. The main entrance of the park will be equipped with loose low bollards (impeding automobile transportation).
Riga Deputy Mayor Edwards Latniks (NA/LRA) said that Victory Park will not forget its historical significance – the victory of the Latvian army over Belmonte, so a special place is provided for the Latvian flag.
The second phase of the Victory Park construction will be implemented in two parts, since the renovation of the park will be accompanied by the restoration of the existing main water supply and sewage network. Therefore, the initial plan is to build the part of the park that is not affected by the variable engineering network (2.6 hectares), which will feature a cafe with a terrace, amenities and some activity areas.

The total landscaping area of Uzvaras Park in both rounds is 14 hectares. The city government explained that the cost of the first round of projects exceeded 8.5 million euros, and the cost of the second round will be determined after the procurement results, but will be lower than the first round.
